LEGISLATIVE RESOLUTION honoring Christopher Larsen upon the occasion of
his designation as Person of the Year by Dominican College on June 8,
2014

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those who would
devote themselves to the welfare of the community and its citizenry; and
WHEREAS, Christopher Larsen has given not only of his time and ener-
gies but also of his competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Christopher
Larsen upon the occasion of his designation as Person of the Year by
Dominican College, to be celebrated on Sunday, June 8, 2014, at the
Trump National Golf Club, Briarcliff Manor, New York; and
WHEREAS, Dominican College is an independent, four-year and master's-
level liberal arts college with a mission to promote educational excel-
lence, leadership, and service in an environment characterized by
respect for the individual and concern for the community; and
WHEREAS, This year, Dominican College is presenting its Person of the
Year Award to Chris Larsen in recognition of his outstanding profes-
sional leadership, his philanthropic community commitments, and his high
ethical standards; and
WHEREAS, Christopher "Chris" Larsen is a principal of Halmar Interna-
tional, one of the largest civil contractors in the nation; an important
part of the company for almost 30 years, he became a partner in 1996,
and has led the company since 2000; and
WHEREAS, This esteemed man has displayed excellent leadership in the
construction industry, serving on the boards of the Associated General
Contractors of New York and New Jersey, the General Contractors Associ-
ation and the New York Building Congress; in addition, he has served on
the task forces for the World Trade Center redevelopment, and Superstorm
Sandy resiliency; and
WHEREAS, In 1999, Christopher Larsen received the Association for
Bridge Construction and Design's Engineer of the Year Award for his
innovative work on the I-287 Cross Westchester Viaduct project; and
WHEREAS, Christopher Larsen has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, Committed to helping others, Christopher Larsen has volun-
teered with Habitat for Humanity, coached youth basketball, and contrib-
uted to local food pantries and libraries, as well as raised funds for
9/11 Port Authority families; furthermore, he is a long-time supporter
of the Wounded Warriors Project, and is proud that his company was one
of the first in the Hudson Valley to hire veterans of the wars in Iraq
and Afghanistan; and
WHEREAS, Since 2007, Christopher Larsen has served on the Dominican
College Board of Directors, helping support the college's mission of
educational excellence, leadership and community service; and
WHEREAS, With him throughout have been his wife, Colleen, and their
son, Conor, both of whom feel privileged to be a part of his life and
rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which this remarkable man has displayed
throughout his life; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Christopher Larsen upon the occasion of his designation as Person
of the Year by Dominican College; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Christopher Larsen.
