LEGISLATIVE RESOLUTION honoring Dr. Maung S. Htoo upon the occasion of
his designation as recipient of the Liberty Medal, the highest honor
bestowed upon an individual by the New York State Senate
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Dr. Maung S.
Htoo upon the occasion of his designation as recipient of the Liberty
Medal, the highest honor bestowed upon an individual by the New York
State Senate; and
WHEREAS, The New York State Senate Liberty Medal was established by a
resolution in 2014 and is awarded to individuals who have merited
special commendation for exceptional, heroic, or humanitarian acts on
behalf of their fellow New Yorkers; and
WHEREAS, Dr. Htoo has provided significant leadership and support for
25 years as the Director of the Dutchess County Science Fair; he
initially served as a judge in 1980, and quickly rose to the position of
Director; and
WHEREAS, Through his efforts, Dr. Htoo enhanced the value and popular-
ity of the Science Fair with 160 awards and certificates with a signif-
icant monetary value presented to student winners by approximately 60
organizations in 2013; and
WHEREAS, The Dutchess County Science Fair is not only the first
regional science fair in New York State, but under Htoo's stewardship,
it is now the longest running regional science fair in the United States
affiliated with the International Science and Engineering Science Fair
Organization; and
WHEREAS, As Director, Dr. Htoo oversees the Executive Committee which
consists of the Director, the Treasurer, the Fund-raising Chairman and
Publicist, as well as Site Arrangements, Site Operations, Registration,
Judging, Award Processing and Information Processing; and
WHEREAS, Dr. Htoo's charismatic and hands-on leadership is arguably
the most critical attribute of the Science Fair's success; he has volun-
teered approximately 350 hours each year or approximately 8,800 volun-
teer hours in the past 25 years, and is the longest serving Director of
the Dutchess County Science Fair; and
WHEREAS, The success, growth and longevity of this program are a
direct result of Dr. Htoo's energy, passion, commitment and drive; he
injects his innovation, focus and unyielding energy into the program and
to the many volunteers; and
WHEREAS, Individuals such as Dr. Maung S. Htoo, devoted to improving
the quality of life for others, enabling them to build lives of dignity
and self-worth, are deserving of the highest praise and recognition;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Maung S. Htoo upon the occasion of his designation as recipi-
ent of the Liberty Medal, the highest honor bestowed upon an individual
by the New York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Maung S. Htoo.
