LEGISLATIVE RESOLUTION honoring Roger Leclaire upon the occasion of
receiving the 2014 Liberty Bell Award from the Washington County Bar
Association

WHEREAS, The quality and character of life in this Nation, and the great
State of New York, are reflective of the purposeful lives and good works
of those patriotic and civic-minded community members who dedicate their
lives and careers to the service of others; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Roger Leclaire upon the occasion of receiving the 2014 Liberty Bell
Award from the Washington County Bar Association, celebrated at its Law
Day Ceremony, on Thursday, May 1, 2014, in Fort Edward, New York; and
WHEREAS, This most prestigious award is bestowed by local bar associ-
ations in conjunction with Law Day to honor outstanding citizens within
the local community; the award recognizes outstanding service performed
by a non-lawyer citizen who has given of themselves to strengthen the
effectiveness of the American system of freedom under law, in keeping
with the spirit of the Constitution; and
WHEREAS, Such service may include activities which promote a better
understanding of America's form of government, especially the Bill of
Rights; encourage greater respect for the law in the courts; educate
people in the contrast between totalitarianism and freedom under law; or
stimulate the deeper sense of individual responsibility to the end that
citizens recognize their duties as well as their rights; and
WHEREAS, Roger Leclaire has been called upon to contribute his time
and talents to countless civic and charitable endeavors and has always
given of himself unstintingly; and
WHEREAS, For three decades, Roger Leclaire has served honorably as a
law enforcement officer in Washington County; and
WHEREAS, An exemplary leader, Roger Leclaire diligently worked to
protect the people of his community in his capacity as a County Sheriff
for 16 years; furthermore, he has served his country as a member of the
United States Army Reserve, rising to the rank of Colonel; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Roger Leclaire has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Roger Leclaire has displayed
throughout his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Roger Leclaire upon the occasion of receiving the 2014 Liberty
Bell Award from the Washington County Bar Association; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Roger Leclaire.
