LEGISLATIVE RESOLUTION honoring the invaluable service of the first
responders from the Town of Glenville Police Department who, in three
separate emergencies, came to the aid of women giving birth

WHEREAS, It is the sense of this Legislative Body to pay tribute to
those individuals within the State of New York who, in the course of
their jobs, perform acts of heroic dimension; and
WHEREAS, It is the further sense of this Legislative Body to recognize
the first responders who perform their duties, assisting others in a
calm and comforting manner in moments of high stress and turmoil; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor the
invaluable service of the first responders from the Town of Glenville
Police Department who, in three separate emergencies, came to the aid of
women giving birth; and
WHEREAS, Jadley C. Rapp was born January 17, 2014, to Justin and
Jessica Rapp on the side of the road at the Glenridge Road traffic
circle in the Town of Glenville with the exceptional guidance of
Dispatcher Laurie L. Fredricks, who successfully talked the prospective
father through the full delivery, and Lieutenant Rick E. Conley who
arrived on the scene in time to provide assistance; and
WHEREAS, Just one day later, Abigail L. Cruz was born January 18,
2014, to Louis and Megan Cruz at their home in Glenville, New York, as
Dispatcher Joanne McPhail talked the child's dad through the full deliv-
ery; and
WHEREAS, Approximately two months later, the third baby was born on
March 14, 2014, while Dispatcher Donald Gerding talked the father
through the full delivery, with the assistance of a neighbor who is a
nurse, who, upon hearing the commotion, played a key role in the deliv-
ery; and
WHEREAS, Under the able leadership and guidance of Police Chief Micha-
el D. Ranalli, Town of Glenville Police Department Dispatchers Laurie L.
Fredricks, Joanne McPhail, Donald Gerding and Police Lieutenant Rick E.
Conley all acted with bravery and steady precision in dealing with the
risk and drama of these emergency situations; and
WHEREAS, In the performance of their duties, these remarkable first
responders demonstrated their character as well as their compassion for
the welfare of others; they truly are tremendous assets to the Town of
Glenville Police Department; and
WHEREAS, It is the belief of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor the invaluable service of Town of Glenville Police Department
Dispatchers Laurie L. Fredricks, Joanne McPhail, Donald Gerding and
Police Lieutenant Rick E. Conley who, in three separate emergencies,
came to the aid of women giving birth; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the Town of Glenville Police Department Dispatchers Laurie L.
Fredricks, Joanne McPhail, Donald Gerding and Police Lieutenant Rick E.
Conley.
