LEGISLATIVE RESOLUTION honoring Robert J. Murphy upon the occasion of
his retirement after 25 years of distinguished service to the New York
State Health Facility Association/New York Center for Assisted Living

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Robert J. Murphy upon the occasion of his retirement after 25 years of
distinguished service to New York State Health Facility Association/New
York Center for Assisted Living (NYSHFA/NYSCAL), celebrated at a party
on Tuesday, December 4, 2012; and
WHEREAS, For the past 25 years, Robert J. Murphy rendered faithful,
conscientious and valuable service to the New York State Health Facility
Association; and
WHEREAS, As Executive Vice-President of Governmental Affairs, Robert
J. Murphy served with loyalty, honor and distinction; in this capacity,
he directed the Association in policy areas such as state and federal
legislative initiatives, regulatory affairs, legal action activity,
reimbursement concerns, and political action, as well as a variety of
other administrative responsibilities; and
WHEREAS, Prior to his employment with NYSHFA, Robert J. Murphy worked
for the Hospital Association of New York State, and before that, he was
employed by the New York State Senate; and
WHEREAS, In his official acts, Robert J. Murphy was governed by a keen
sense of duty and always showed a unique grasp of human problems, earn-
ing the admiration, esteem and affection of his colleagues; and
WHEREAS, Originally from Syracuse, New York, Robert J. Murphy is a
graduate of Siena College; he earned the prestigious designation of
Certified Association Executive (CAE) from the American Society of Asso-
ciation Executives (ASAE), completed a program of the Institute of
Organizational Management at the University of Delaware and was also a
member of the ASAE Future Leaders Program; and
WHEREAS, Robert J. Murphy was honored by the American Health Care
Association with its 2006 Joseph Warner Patient Advocacy Award, and
again in 2012, with their prestigious Advocacy in Action Award; more-
over, he was recognized by NYSHFA/NYSCAL in 2007; and
WHEREAS, Robert J. Murphy served on the Board of the Empire State
Society of Association Executives (ESSAE), a group for which he held the
position of Chairman; in 1998, ESSAE presented him with its Vanguard
Award in recognition of his exceptional leadership skills; and
WHEREAS, With a strong belief in the community, Robert J. Murphy has
also served on a variety of charitable organizations including the Big
Brothers and Big Sisters of Albany County which presented him with an
award for his outstanding years of service; and
WHEREAS, An active parishioner at St. Pius X Church in Loudonville,
New York, Robert J. Murphy has participated in numerous activities and
has served on many committees; and
WHEREAS, Over the years, Robert J. Murphy has also served on various
State Legislative and Executive Work Groups and Task Forces, focusing
mainly in the area of long term health care; and
WHEREAS, With him throughout have been his wife, his two step sons,
his son, and four grandchildren, all of whom feel privileged to be a
part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and

sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Robert J. Murphy upon the occasion of his retirement after 25
years of distinguished service, and to wish him well in all his future
endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Robert J. Murphy.
