LEGISLATIVE RESOLUTION honoring Michael T. Kelly upon the occasion of
his designation as the recipient of a Superintendent's Commendation
Award at the 37th Annual New York State Police Awards Day Ceremony on
May 16, 2013

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding particularly their
unwavering courage and dedication in the daily performance of their
duties; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Investigator Michael T. Kelly, of Troop F in Liberty, New York, upon the
occasion of his designation as the recipient of a Superintendent's
Commendation Award; and
WHEREAS, A Trooper since April 30, 1997, he will receive the award in
recognition of his outstanding police work at the 37th Annual New York
State Police Superintendent's Commendation and Awards Day Ceremony, to
be held at the New York State Police Academy in Albany on Thursday, May
16, 2013; and
WHEREAS, On December 13, 2008 at 6:00 am, New York State Police at
Liberty were contacted by the Sullivan County 911 dispatch center,
reporting a structure fire at 222 County Route 25 in Narrowsburg, New
York; initial reports from emergency response personnel indicated that
the sole occupant of the residence was believed to have perished in the
fire; and
WHEREAS, On September 27, 2012, Investigator Michael Kelly was finally
able to face Paul Novak in what Mr. Novak believed to be the safety of
the State of Florida, and tell him "I'm here to arrest you for the
murder of your wife Catherine Novak."; Paul Novak was taken into custo-
dy,and, in the following days, was extradited back to New York; and
WHEREAS, Due to the professionalism of the New York State Police, and
particularly Investigator Michael Kelly, Paul Novak and his co-conspira-
tor have been arrested for Murder in the First Degree and Catherine
Novak's children, friends, and family are now able to find some measure
of comfort, knowing that justice will prevail; and
WHEREAS, In keeping with the finest traditions of the New York State
Police, Investigator Michael T. Kelly has distinguished himself by his
exemplary achievement and outstanding performance on behalf of the
community he so faithfully and courageously serves; and
WHEREAS, The dedicated efforts of public servants, such as Investi-
gator Michael T. Kelly, who unselfishly devote their lives to the pres-
ervation of order and the protection of others are worthy of the full
praise of this Legislative Body and the people of the State of New York;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Investigator Michael T. Kelly upon the occasion of his designation
as the recipient of a Superintendent's Commendation Award at the 37th
Annual New York State Police Superintendent's Commendation and Awards
Day Ceremony on May 16, 2013; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Investigator Michael T. Kelly.
