LEGISLATIVE RESOLUTION commemorating the 50th anniversary of the West-
chester-Rockland Guardians Association

WHEREAS, A great State is only as great as those individuals and their
organizations who perform exemplary service on behalf of their communi-
ty, and it is the custom of this great State to pay tribute to that
outstanding service; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 50th Anniversary of the Westchester-Rockland Guardians Associ-
ation; a 50th Anniversary Dinner Dance was held to celebrate this
milestone on Friday, March 22, 2013; and
WHEREAS, The guardians were organized in 1963 and were incorporated in
1965 as the Westchester Guardians Association, Incorporated; and
WHEREAS, In 1967, they expanded to include law enforcement officers
from Rockland County and adopted their current name as the Westchester-
Rockland Guardians Association; and
WHEREAS, The first president of the newly organized Guardians was the
late, retired Lieutenant James A. Barrier of the City of Yonkers Police
Department; and
WHEREAS, The Westchester-Rockland Guardians Association were formed to
provide a base for minority officers to address their needs and have
representation; and
WHEREAS, Each member is expected to be productive in their depart-
ments, serve as role models in their communities and work to enhance
conditions for all law enforcement personnel; and
WHEREAS, The Westchester-Rockland Guardians Association provides scho-
larships to minority youth, donations to the Ruth Taylor Institute,
speakers for schools and community groups, and sponsor outings for youth
in group homes; and
WHEREAS, The Westchester-Rockland Guardians Association is an active
and involved component of the community that works for social justice
and equality; they continue to provide leadership for the youth of West-
chester and Rockland counties; and
WHEREAS, It is the sense of this Legislative Body to call attention to
organizations such as the Westchester-Rockland Guardians Association
which serve to bring people together for the united purpose of actively
pursuing improvements in their communities; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 50th Anniversary of the Westchester-Rockland Guardians
Association; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Westchester-Rockland Guardians Association.
