LEGISLATIVE RESOLUTION commending Patricia Wallace Ingraham, founding
dean of the College of Community and Public Affairs, upon the occasion
of her retirement after many years of exemplary service on behalf of
higher education

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge individuals of remarkable integrity and character
whose endeavors have enhanced the quality of education in this great
State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Patricia Wallace Ingraham, founding dean of the College of Community and
Public Affairs (CCPA) at Binghamton University, upon the occasion of her
retirement after many years of exemplary service on behalf of higher
education; she will officially retire on June 12, 2013; and
WHEREAS, A public policy expert and formerly distinguished professor
of public administration at Syracuse University's Maxwell School of
Citizenship and Public Affairs, Patricia Wallace Ingraham has served as
dean of CCPA since August of 2006; and
WHEREAS, She received her doctorate in political science/policy
science from Binghamton University in 1979, and taught in the Universi-
ty's political science department; and
WHEREAS, She also holds a master's degree from Michigan State Univer-
sity and a bachelor's degree from Macalester College; and
WHEREAS, As founding dean of CCPA, Patricia Wallace Ingraham trans-
formed a promising idea into reality by working with her faculty
colleagues and building a school with a strong foundation; and
WHEREAS, Under Patricia Wallace Ingraham's leadership, CCPA has
strengthened its departments in human development, public administration
and social work, and added a department in student affairs adminis-
tration; and
WHEREAS, In addition, CCPA has developed a number of international
partnerships, gained recent approval to offer a PhD in community and
public affairs, moved twice into the University Downtown Center, and
created a new "community" for its students; and
WHEREAS, Patricia Wallace Ingraham has continually demonstrated an
impressive dedication, an unparalleled devotion and an unremitting
enthusiasm for the quality of the educational programs and opportunities
offered at CCPA for the benefit of its faculty and students, as well as
for the entire community; and
WHEREAS, As founding dean of CCPA, Patricia Wallace Ingraham trans-
formed a promising idea into reality by working with her faculty
colleagues and building a school with a strong foundation; and
WHEREAS, In completing her service, Patricia Wallace Ingraham leaves
behind more than mere bricks and mortar; she leaves behind a legacy to
the faculty and students, the residents of the CCPA community and to
future generations of its students; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Patricia Wallace Ingraham, founding dean of the College of
Community and Public Affairs at Binghamton University, upon the occasion
of her retirement after many years of exemplary service on behalf of
higher education; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Patricia Wallace Ingraham.
