LEGISLATIVE RESOLUTION honoring Reverend Dr. Fred Lucas, Founder and
Senior Pastor of the Brooklyn Community Church, upon the occasion of
celebrating 40 years of service to the ministry

WHEREAS, The character and richness of religious and community life in
this noble Empire State is nourished and fulfilled through the faithful
concern and selfless devotion of those who would commit their energies
and purpose to the ministry of others; and
WHEREAS, It is the sense of this Legislative Body to bring full recog-
nition and just tribute to those individuals who distinguish themselves
and the ministry through their unremitting commitment and preeminence of
service; and
WHEREAS, This Legislative Body is justly proud to honor Reverend Dr.
Fred Lucas, Founder and Senior Pastor of the Brooklyn Community Church,
upon the occasion of celebrating 40 years of service to the ministry, to
be recognized Saturday, October 27, 2012, at Russo's on The Bay, Queens,
New York; and
WHEREAS, Reverend Dr. Fred Lucas is a pastor, educator and specialist
in the area of faith-based community, housing and economic development;
he is the founding pastor of the Brooklyn Community Church in Brooklyn,
New York, and founding President/CEO of the Faith Center For Community
Development, Inc.; and
WHEREAS, Reverend Dr. Fred Lucas has served as instructor of religion
at Monrovia College in Liberia, West Africa, and as an Adjunct Professor
at Harvard Divinity School, Colgate Rochester Divinity School, and New
York Theological Seminary; and
WHEREAS, For the past 40 years, Reverend Dr. Fred Lucas has been in
the preaching ministry; he has 25 years of pastoral experience at four
churches in Liberia, West Africa; Philadelphia, Pennsylvania; Buffalo,
New York; and Brooklyn, New York; and
WHEREAS, Reverend Dr. Fred Lucas is a creative, innovative, out-of-
the-box preacher and leader; at Brooklyn Community Church, 100 members
joined the church in its first 10 months of existence; and
WHEREAS, Reverend Dr. Fred Lucas provided pastoral leadership in
launching many community programs, and he has served on numerous advi-
sory boards; in addition, he served on President Clinton's Religious
Advisory Board, and was appointed by President George W. Bush to the
National African American Leadership Roundtable, as well as the Clergy
Advisory Board of the Bush-Clinton Katrina Relief Fund; and
WHEREAS, His work has been nationally recognized in the writings of C.
Eric Lincoln, Lawrence Mamiya, Andrew Billingsley, and Clarence Taylor,
as well as featured in POSITIVE COMMUNITY magazine, THE NEW YORK TIMES,
AMSTERDAM NEWS, BLACK ENTERPRISE magazine, CNN, NBC World News Tonight,
and NBC Nightly News; and
WHEREAS, At the Faith Center, Reverend Lucas has served as publisher
and general editor of three practical manuals on church-based community
development: A LEGAL GUIDE TO STARTING A FAITH-BASED CDC, BUILDING
PROSPERITY AND ABUNDANCE IN YOUR LOCAL COMMUNITY - A GUIDE TO LAUNCHING
A FINANCIAL EDUCATION PROGRAM IN YOUR LOCAL CHURCH, and THE ROLE OF
FAITH-BASED ORGANIZATIONS IN COMMUNITY DEVELOPMENT; and
WHEREAS, Reverend Dr. Fred Lucas holds a B.A. degree from Harvard
University; a Master of Divinity degree from Harvard Divinity School;
and a Doctor of Ministry degree from Colgate Rochester Divinity School
in New York; and
WHEREAS, Reverend Dr. Fred Lucas has brought to his ministry an over-
whelming spirit of charity and compassion, acting from vision and
enlightenment in conducting his administrative and spiritual duties,

while always displaying the highest standards of personal and profes-
sional integrity and dedication; and
WHEREAS, This distinguished man of God has always given enlightenment,
guidance, and wisdom to the many entrusted to his care and has adminis-
tered abundantly and unstintingly to the spiritual and corporal needs of
all; and
WHEREAS, With him throughout have been his wife, D. Pulane Lucas,
their four children, and one grandchild, all of whom feel privileged to
be a part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that indi-
vidual for the edification of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Reverend Dr. Fred Lucas, Founder and Senior Pastor of the Brooklyn
Community Church, upon the occasion of celebrating 40 years of service
to the ministry, noting his unremitting and compassionate faith and his
exemplary service to God, man, and his community, and extending to him
the heartfelt best wishes of this Legislative Body for a future of
purposeful success and well-being; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Reverend Dr. Fred Lucas.
