LEGISLATIVE RESOLUTION honoring Patrick Smith upon the occasion of his
retirement as Director of the Zone 5 Regional Law Enforcement Training
Academy, Inc.

WHEREAS, The State of New York takes great pride in acknowledging
significant milestones in the distinguished careers of its esteemed
public servants; and
WHEREAS, Patrick Smith, Director of Zone 5 Regional Law Enforcement
Training Academy, Inc., was recognized during a holiday party on January
12, 2013 upon the occasion of his well-deserved retirement after 13
years of dedicated service; and
WHEREAS, Pat earned an Associate of Arts degree from Fulton-Montgomery
Community College and a Bachelor of Arts degree in sociology from the
State University of New York College at Buffalo; and
WHEREAS, He served as Captain and Commanding Officer of the Detective
Division and Youth Aid Bureau of the New York State Police from 1991
until 1993; and
WHEREAS, From 1993 until 1998, Pat served the Schenectady Police
Department as Assistant Chief of Police; and
WHEREAS, He began his distinguished tenure as Director of the Zone 5
Regional Law Enforcement Training Academy, Inc. on October 4, 1999; he
announced his retirement from this position effective January 11, 2013;
and
WHEREAS, Under his capable leadership, the academy moved from its
original location in Troy to a larger facility in Schenectady in 2004;
and
WHEREAS, Pat has been dedicated to forging many new programs that
enhance the law enforcement training experience; and
WHEREAS, There has been a dramatic increase in training, especially
specialized training, at the academy due in large part to his close
working relationship with the countless other agencies which utilize the
facility; and
WHEREAS, He has contributed his time and expertise to a consortium
involved in the establishment of a state-of-the-art facility for
firearms and other training which is soon to open in Glenville; and
WHEREAS, Pat has also worked closely with the academy's Board of
Directors, overseeing several programs which often run concurrently at
the academy; and
WHEREAS, He has been a tremendous asset to the academy and the count-
less law enforcement officials who train there; and
WHEREAS, His expertise, dedication, professionalism, and enthusiasm
are an inspiration to his colleagues; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Patrick Smith upon his well-deserved retirement as Director
of the Zone 5 Regional Law Enforcement Training Academy, Inc.; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Patrick Smith.
