LEGISLATIVE RESOLUTION congratulating Mildred K. Rugar upon the occasion
of her 100th Birthday

WHEREAS, Mildred K. Rugar of Elmira, New York, was born on February 8,
1913 in Minnesota and will joyously celebrate her 100th Birthday at a
party to be held in her honor at the Elmira Holiday Inn on February 13,
2013; and
WHEREAS, Mildred K. Rugar is a graduate of Stanford University and
Elmira College; she taught Elementary School in California and New York
and, in 1978, she retired from teaching Fourth, Fifth and Sixth grades
in the Horseheads Central School District; and
WHEREAS, Mildred K. Rugar has been active in the New York State
Retired Teachers' Association since 1980 and attended its Annual Conven-
tion for 32 years; and
WHEREAS, She is a Past President of the Elmira Area Teachers Associ-
ation and the NYSRTA Southern Zone; a Past State Representative on
NYSRTA's Legislative Action Committee and is a current Federal Represen-
tative on the Committee; and
WHEREAS, Mildred K. Rugar has, in addition, for 18 years, been an
active and valued Tutor in the Adult Literacy Volunteers Program for
Chemung & Schuyler Counties' Economic Opportunity Program; and
WHEREAS, Mildred K. Rugar is also an avid Bridge player, a Master of
the King's English, and a world traveler, often taking three trips a
year, mostly to foreign destinations; and
WHEREAS, This exceptional centenarian, with her zest for life, has
inspired and enhanced the lives of her family and friends; and
WHEREAS, This distinguished woman, who has experienced the incredible
joys and sorrows characteristic of and reserved for those with the
stamina and courage to savor a full life, has inspired the lives of her
many friends and family; and
WHEREAS, This beloved lady has enriched the lives of those around her
through her joyous and sincere love for others and through the quiescent
charm and wisdom which comes only from a fullness of years; and
WHEREAS, It is the intent of this Legislative Body to publicly recog-
nize those who have reached such a remarkable age and who have witnessed
and celebrated the innovations, cultural developments and awesome
achievements of this country during the last century, while themselves
contributing to the growth and excellence of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Mildred K. Rugar upon the occasion of her 100th Birthday;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Mildred K. Rugar.
