LEGISLATIVE RESOLUTION mourning the death of Arthur W. Ospelt, distin-
guished citizen and devoted member of his community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavors
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Arthur Ospelt died on Tuesday, December 18, 2012, at the age
of 79; and
WHEREAS, Arthur Ospelt was born in Syracuse, New York, residing for
most of his life in Pennellville, Oswego County; and
WHEREAS, Arthur Ospelt, a graduate of Canton A & T University, served
his country as a member of the United States Army from 1956-1957; and
WHEREAS, Arthur Ospelt served as Town Supervisor for the Town of
Schroeppel from 1970 to 1990, and Superintendent of Highways and Oswego
County Director of Public Works; and
WHEREAS, In 1990, Arthur Ospelt was appointed Oswego County Adminis-
trator until his retirement in 1996; and
WHEREAS, Thereafter, Arthur Ospelt was elected to the county legisla-
ture in 2000, where he served the 12th District until his death, and
where he also served as vice chairman; and
WHEREAS, Arthur Ospelt was a lifelong communicant of St. Stephen's
Church in Phoenix, New York, and a member of both the New York State and
North Country Draft Horse Clubs, the Percheron Association, and the
Arion Singing Society; and
WHEREAS, Arthur Ospelt is remembered as a strong visionary leader who
took great pride in the people and resources of Oswego; and
WHEREAS, Arthur Ospelt distinguished himself by his sincere dedication
and substantial contribution to the welfare of his community; and
WHEREAS, Arthur Ospelt is survived by his wife of 56 years, the former
Marianne Noldan; his two sons, Arthur and Kurt; and one sister Rosemary
Hess; as well as four grandchildren and two great grandchildren; and
WHEREAS, Arthur Ospelt leaves behind a legacy which will long endure
the passage of time and will remain as a comforting memory to all he
served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Arthur W. Ospelt, distinguished citizen and devoted
member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Arthur W. Ospelt.
