LEGISLATIVE RESOLUTION commending Bailey House in New York City upon the
occasion of celebrating its 30th Anniversary on March 28, 2013

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals that are devoted to the welfare of the community
and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Bailey House upon the occasion of celebrating its 30th Anniversary; this
auspicious occasion will be celebrated at Bailey House's Annual Auction
and Gala to be held on Thursday, March 28, 2013; and
WHEREAS, Founded in 1983 as the AIDS Resource Center, for 30 years
Bailey House has been providing housing and support services to homeless
men, women, and children living with HIV/AIDS in New York City; and
WHEREAS, Bailey House addresses the fundamental human needs of hous-
ing, food, safety, and delivers comprehensive and compassionate support
services, including access to healthcare, counseling, support groups,
and substance abuse treatment; and
WHEREAS, In 1984, Bailey House launched the nation's first scatter-
site housing for people living with HIV/AIDS, with a few apartments in
Manhattan's Chelsea and Greenwich Village neighborhoods; in 1986, it
opened Bailey-Holt House, the nation's first congregate residence for
people living with AIDS, offering residents supportive services includ-
ing case management and healthcare coordination, quality meals and
nutrition education, mental health and substance abuse counseling,
support groups and therapeutic recreation; and
WHEREAS, In 1995, the organization changed its name to Bailey House in
honor of Reverend Mead Miner Bailey, one of its founders; and
WHEREAS, Bailey House founded the East Harlem Service Center in 1997,
providing bilingual drop-in services, as well as job training, housing
placement and substance abuse services to HIV-positive individuals; in
2001 it founded Schafer Hall, a 91-unit supportive housing residence in
East Harlem for single-parent families impacted by HIV/AIDS; and
WHEREAS, Under the outstanding leadership of its Chief Executive
Director, Regina Quattrochi, Bailey House currently provides scatter
site and congregate housing to hundreds of men, women and children
living with HIV/AIDS in neighborhoods throughout New York City; it also
provides a wide range of support services to New York City's most
vulnerable people with HIV, including Project FIRST, which provides
housing placement and short-term rental assistance to HIV-positive,
formerly incarcerated adults; and
WHEREAS, Bailey House's programs have been cited as best practices by
the U.S. Department of Housing and Urban Development, the Substance
Abuse and Mental Health Services Administration and the New York State
AIDS Institute; its scatter site and congregate housing models have been
adopted and replicated worldwide; and
WHEREAS, This auspicious occasion of celebrating its 30th Anniversary
presents a unique opportunity for this Legislative Body to recognize and
pay tribute to Bailey House; and
WHEREAS, It is the sense of this Legislative Body that when an organ-
ization of such noble aims and accomplishments is brought to our atten-
tion, it should be recognized and applauded by all the citizens of this
great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Bailey House upon the occasion of celebrating its 30th Anniver-
sary; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Bailey House.
