LEGISLATIVE RESOLUTION commending Lieutenant Timothy P. O'Neill upon the
occasion of being selected as Officer of the Year by the New Hartford
Police Department

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote them-
selves to public service, demonstrating great courage and diligence in
providing for the care and welfare of the citizens of their communities
and this great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to commend Lieutenant
Timothy P. O'Neill upon the occasion of being selected Officer of the
Year by the New Hartford Police Department, to be celebrated at an event
sponsored by the Rotary Club of New Hartford, on Wednesday, March 25,
2015, at the Yahnundasis Golf Club, New Hartford, New York; and
WHEREAS, A native of New Hartford, New York, Timothy P. O'Neill earned
his degree in Criminal Justice; and
WHEREAS, In May of 1983, Timothy P. O'Neill became a member of the New
Hartford Police Department; he was promoted to the position of Sergeant
in 1990, and then to the esteemed rank of Lieutenant in 1993, a title he
still holds today; and
WHEREAS, Lieutenant Timothy P. O'Neill has distinguished himself in
many areas within the law enforcement field; he was a driving force
behind the Community Policing initiative, which dramatically changed the
culture of law enforcement in New Hartford; and
WHEREAS, Lieutenant Timothy P. O'Neill also authored and administered
numerous grants, resulting in a significant amount of funds which were
dedicated to the community; these endowments enhanced both officer
productivity and visibility within the Village of New Hartford, helping
to maintain a low crime rate; and
WHEREAS, In 2014, Lieutenant Timothy P. O'Neill was appointed to the
position of Commander of the Oneida County Drug Task Force; under his
capable leadership, the task force made dozens of felony drug arrests
leading to the seizure of large amounts of controlled substances; and
WHEREAS, In addition, many illegal handguns, rifles, and assault weap-
ons were recovered, making the community of New Hartford a safer place
to live; and
WHEREAS, Lieutenant Timothy P. O'Neill's integrity and work ethic
serve as an example to not only officers in the New Hartford Police
Department, but also to law enforcement personnel area-wide; and
WHEREAS, A true asset to society, Lieutenant Timothy P. O'Neill's
distinguished record merits the recognition and respectful tribute of
this Legislative Body; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Lieutenant Timothy P. O'Neill upon the occasion of being
selected as Officer of the Year by the New Hartford Police Department;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Lieutenant Timothy P. O'Neill.
