LEGISLATIVE RESOLUTION honoring Frank Rush upon the occasion of his
designation as recipient of a Liberty Medal, the highest honor bestowed
upon an individual by the New York State Senate

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, It is the sense of this Legislative Body to recognize the
caring concern and heroic acts of those exemplary citizens, who take
prompt and appropriate action in emergency situations, disregarding
their own safety, and in doing so, help others to avert life-threatening
danger; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Frank Rush upon the occasion of his designation as recipient of a Liber-
ty Medal, the highest honor bestowed upon an individual by the New York
State Senate; the Putnam Valley Town Board recognized Frank on February
18, 2015, at a Town Board Meeting for his heroic actions in saving a man
who collapsed in Grand Central Station; and
WHEREAS, The New York State Senate Liberty Medal was established by a
resolution in 2014 and is awarded to individuals who have merited
special commendation for exceptional, heroic, or humanitarian acts on
behalf of their fellow New Yorkers; and
WHEREAS, On January 23, 2015, 27-year-old Metro-North rider Frank
Rush, a marine, volunteer firefighter and trained EMT, took immediate
action when a man collapsed due to cardiac arrest in Grand Central
Station; and
WHEREAS, Frank Rush instantly began administering CPR while an Assist-
ant Station Manager and Fire Brigade member kept the man's airway open
until an MTA Police Officer arrived with a defibrillator, which was set
up with Francis's assistance; and
WHEREAS, After an initial shock with the defibrillator, FDNY and NY
Presbyterian EMS units arrived at the scene and took over CPR; after a
second shock from the defibrillator, the man's pulse was restored; and
WHEREAS, Even though this situation could have been a dire one, today,
the 70-year-old man is alive and well, and credits Frank Rush for his
quick and astute heroic efforts in saving him; he is truly an inspira-
tion for his courage and decisive action; and
WHEREAS, Frank Rush through his spontaneous and heroic actions, demon-
strated his character and his compassion for the welfare of others,
personifying, by virtue of his actions, the collective concern of ordi-
nary citizens across the community of the State of New York who volun-
tarily respond when others are in need of help; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Frank Rush upon the occasion of his designation as recipient of a
Liberty Medal, the highest honor bestowed upon an individual by the New
York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frank Rush.
