LEGISLATIVE RESOLUTION commending President/CEO Todd A. Whitney upon the
occasion of his retirement after 30 years of distinguished service to
Elant, Inc.

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
President/CEO Todd A. Whitney upon the occasion of his retirement after
30 years of distinguished service to Elant, Inc. to be celebrated with a
party held in his honor on Wednesday, April 18, 2015, at the West Hills
Country Club in Middletown, New York; he will officially retire on March
31, 2015; and
WHEREAS, Todd A. Whitney has more than 30 years of leadership experi-
ence in long-term healthcare administration, strategic and financial
planning, acquisitions, operation management, and new program develop-
ment; and
WHEREAS, Since September 2010, Todd A. Whitney has served as
President/CEO of Elant, Inc., a not-for-profit healthcare network serv-
ing the needs of the Hudson Valley region of New York State; and
WHEREAS, Since 1985, prior to his role of CEO, Todd A. Whitney served
as Executive Vice President and Chief Financial Officer for Elant, Inc.;
and
WHEREAS, During his tenure with Elant, Inc., Todd A. Whitney has
played a critical role in leading and managing the growth of the organ-
ization which originated as a single 120-bed skilled nursing facility
located in Goshen, New York, and now includes five campuses serving the
needs of both Orange and Dutchess counties; and
WHEREAS, Today under the able leadership of Todd A. Whitney, Elant,
Inc. offers a large breadth of services including sub-acute care and
rehabilitation services, nursing home care, assisted living, home health
services, adult day programs, retirement community living, and the Elant
Medical Practice, as well as a team of physicians and nurse practition-
ers dedicated exclusively to providing care to Elant residents and
clients; the Elant Medical Practice is the only service of its kind
throughout the Hudson Valley; and
WHEREAS, Prior to joining Elant, Inc., Todd A. Whitney held several
financial management positions with both for-profit and not-for-profit
organizations; he served as Controller with both the Sullivan County
Infirmary and Truckstops of America, and also served as Senior Auditor
with the Linde division of Union Carbide Corporation; and
WHEREAS, Todd A. Whitney earned a Master of Business Administration
degree from Pace University, and a Bachelor of Science degree in
Accounting from Syracuse University; he also holds a Master of Science
degree in Health Care Administration from Rensselaer Polytechnical
Institute, and is a Licensed Nursing Home Administrator in the State
of New York; and
WHEREAS, Todd A. Whitney will be remembered for his honesty, integri-
ty, keen sense of duty and ability to show a unique grasp of human prob-
lems in his official acts; and
WHEREAS, This Legislative Body is pleased to have this opportunity to
express its highest admiration for Todd A. Whitney, and to wish him
continued success in all his future endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor President/CEO Todd A. Whitney upon the occasion of his retirement

after 30 years of distinguished service to Elant, Inc.; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Todd A. Whitney.
