LEGISLATIVE RESOLUTION commending Chief Criminal Investigator Gregory T.
Gaetano upon the occasion of his retirement after 37 years of distin-
guished service to the New Windsor Police Department
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote them-
selves to public service, demonstrating great courage and diligence in
providing for the care and welfare of the citizens of their communities
and this great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to commend Chief Crimi-
nal Investigator Gregory T. Gaetano upon the occasion of his retirement
after 37 years of distinguished service to the New Windsor Police
Department to be celebrated with a retirement party held in his honor on
Friday, April 24, 2015, at Noble Roasters Coffee Shop in Campbell Hall,
New York; and
WHEREAS, In 1978, Gregory T. Gaetano began his illustrious law
enforcement career with the Town of New Windsor Police Department; he
worked as a communications dispatcher and auxiliary police officer for
two years before he was appointed police officer in 1980; and
WHEREAS, Throughout his tenure, Gregory T. Gaetano worked an as under-
cover investigator with the Orange County District Attorney's Drug Task
Force while assigned to the patrol division; he was then promoted to
detective in 1988, where he worked on the Town's Fire Investigation
Unit, working with agencies such as the FBI, DEA, ATF, and many other
state and local agencies; and
WHEREAS, In 1994, Gregory T. Gaetano was promoted to Patrol Sergeant,
and was the Commanding Officer of the department's Community Police
Unit; he also had oversight of the department's Training Division and
Crime Prevention Unit; and
WHEREAS, For nine years, Gregory T. Gaetano served as a Patrol
Sergeant and supervised the work of patrol officers, dispatchers, and
civilian staff; and
WHEREAS, In 1980, Gregory T. Gaetano received his associate's degree
in criminal justice from Dutchess Community College, and a bachelor's
degree in criminal justice from Mercy College in 1984; he went on to
obtain a Master of Arts degree in Public Administration from John Jay
College in 1991; and
WHEREAS, Gregory T. Gaetano has taught at numerous police academies
and schools including the Rockland Police Academy, Orange County Police
Chief's Association Police Academy, and many other in-service police
schools; and
WHEREAS, Furthermore, at the Sheriff's office, Gregory T. Gaetano was
responsible for the administrative oversight of the Narcotics Unit, and
training programs, and served as the coordinator of grants and special
projects, and administrative liaison to several other Orange County
departments; and
WHEREAS, In addition, Gregory T. Gaetano was assigned to the oversight
of the office's Accreditation Program serving as program manager where
he coordinated efforts to have the office receive Law Enforcement
Accreditation from the New York State Department of Criminal Justice
Services in both 2005 and 2010; and
WHEREAS, In 2012, Gregory T. Gaetano became an Accreditation Assessor
for the New York State Law Enforcement Accreditation Program, and served
as manager of the Accreditation Program for the CALEA program; he also
maintained the audit and control process of the agency and had adminis-
trative oversight of the Civil Office; and
WHEREAS, This accomplished man has worked with many local, state, and
federal agencies in the Counter Terrorism Zone 4 area; in 2013, he was
assigned to sit as Chairman and then Co-Chair of the Counter Terrorism
Zone 4 Committee; and
WHEREAS, Gregory T. Gaetano has coordinated efforts with the Orange
County Gang and Crime Intel Unit, and augmented the Intel capabilities
of the Corrections Security Risk Group Unit; in addition, he served as
the Coordinator of the County Wide DNA Reconciliation Program, and
worked closely with the Director of the New York State DCJS DNA Data-
bank, and local judges, police agencies, and Field Intelligence Offi-
cers; and
WHEREAS, A graduate of the 221st session of the F.B.I. National Acade-
my, Gregory T. Gaetano served as Section Chief of Section 5, and is an
Adjunct Professor of Criminal Justice at SUNY Orange Community College;
and
WHEREAS, Active in his community as well as his profession, Gregory T.
Gaetano is a fourth degree member of the Knights of Columbus Council No.
444 in Newburgh, New York, and holds the esteemed rank of Past Grand
Knight; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Chief Criminal Investigator Gregory T. Gaetano upon the occasion
of his retirement after 37 years of distinguished service to the New
Windsor Police Department; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Chief Criminal Investigator Gregory T. Gaetano.
