LEGISLATIVE RESOLUTION extending admiration and grateful appreciation to
William A. Toomey, III, for his many years of distinguished service to
the Legislative Bill Drafting Commission upon the occasion of his
retirement as Chief Counsel, Director of Legal Services

WHEREAS, This Legislative Body is privileged this day to recognize and
pay tribute to an individual of distinguished purpose and true commit-
ment who dedicated his professional career to public service and the
pursuit of excellence while sustaining the legislative process; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to extend
admiration and grateful appreciation to William A. Toomey, III, for his
many years of extraordinary service to the Legislative Bill Drafting
Commission upon the occasion of his retirement as Chief Counsel, Direc-
tor of Legal Services; and
WHEREAS, William "Bill" A. Toomey, III began his illustrious career
with the Legislative Bill Drafting Commission as a Comparer on September
7, 1977; through the years, he has held numerous positions including
Assistant Comparer III, Associate Comparer I, Assistant Examiner II,
Examiner, Senior Examiner, and Legal Aide; and
WHEREAS, In 1992, Bill Toomey left to obtain his law degree from Alba-
ny Law School of Union University; upon his return in 1995, he continued
his professional career as Assistant Counsel to the Legislative Bill
Drafting Commission; and
WHEREAS, Since then, Bill Toomey has been named Senior Counsel,
Special Counsel, Deputy Counsel, and on January 1, 2009, the title of
Chief Counsel, Director of Legal Services, the esteemed position from
which he will officially retire on April 23, 2015; and
WHEREAS, Throughout his tenure, Bill Toomey has served the Commission
with dependability, honor and integrity, effectively fulfilling the
duties of his position and contributing significantly to the legal proc-
ess of this great Empire State; while accomplishing this, he has never
failed to acknowledge the importance of not only his family, but also of
the families of those with whom he works; and
WHEREAS, Bill Toomey has always been insightful, fair and accessible;
he has been steadfast and considerate in his dealings with others; his
infinite knowledge of every aspect of the Commission is one to be
admired, earning him the respect and affection of his staff and cowork-
ers; and
WHEREAS, This Legislative Body is justly proud to join the Commission-
ers and members of the Legislative Bill Drafting Commission in applaud-
ing William A. Toomey, III, a unique and remarkable employee, whose more
than three decades of notable contributions to the Legislative Bill
Drafting Commission have been invaluable, and extending to him best
wishes for a future as rich and rewarding as his notable career; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
extend admiration and grateful appreciation to William A. Toomey, III
upon the occasion of his well-deserved retirement as Chief Counsel,
Director of Legal Services; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to William A. Toomey, III.
