LEGISLATIVE RESOLUTION honoring Peekskill Police Officers Doug LaPerche
and John Kolesar

WHEREAS, The State of New York takes great pride in acknowledging its
esteemed public servants who have distinguished themselves in their
profession and in their communities; and
WHEREAS, Peekskill Police Officers Doug LaPerche and John Kolesar are
being heralded after saving the life of a 28-year-old woman who was
found unresponsive in a snow bank on March 15, 2015; and
WHEREAS, After being dispatched to the call on Dykman Street, the
officers found a woman performing CPR on an unconscious female who was
not breathing; and
WHEREAS, Officer LaPerche recognized the woman's symptoms were
consistent with an opiate overdose and administered Naloxone while Offi-
cer Kolesar interviewed witnesses; and
WHEREAS, Once the Naloxone was administered, the woman immediately
began to respond and breathe on her own; Peekskill EMS arrived shortly
after and transported her to Hudson Valley Hospital for treatment; and
WHEREAS, Naloxone, commonly referred to as Narcan, is known to reverse
the effects of an overdose of opiates such as heroin; members of the
Peekskill Police Department had just completed training in its use on
March 6, 2015; and
WHEREAS, The quick thinking and prompt actions of Officers LaPerche
and Kolesar are a tremendous inspiration to their fellow officers, and
the State of New York is proud to recognize their exemplary service;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Peekskill Police Officers Doug LaPerche and John Kolesar; and be
it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Officers Doug LaPerche and John Kolesar.
