LEGISLATIVE RESOLUTION commending Lieutenant Colonel Troy A. Schnack
upon the occasion of his retirement after many years of distinguished
service to the United States Military Academy and the United States Army
WHEREAS, It is incumbent upon the people of the State of New York to
recognize those remarkable individuals who honorably and courageously
serve their country in order to protect the life and liberty of our
citizens, and whose military service, professional lives, and civic
endeavors serve to enhance the stature of this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Lieutenant Colonel Troy A. Schnack upon the occasion of his retirement
after many years of distinguished service to the United States Military
Academy, West Point, New York, and the United States Army, to be cele-
brated on Friday, May 1, 2015; and
WHEREAS, Troy A. Schnack graduated from the United States Military
Academy Preparatory School, Fort Monmouth, New Jersey, in 1992; while a
student, he was a member of the Dean's List and served as the final
quarter's Cadet Battalion Commander in charge of approximately 250
Cadets; and
WHEREAS, In 1996, Troy A. Schnack earned a Bachelor's degree in
Economics with a minor in Computer Sciences Engineering from the United
States Military Academy, West Point, New York; he graduated at the top
of his class and was recognized as a Distinguished Honor Graduate; in
addition, he was awarded a summer internship in the Congressional Budget
Office National Security Division, and was a member of Phi Kappa Phi;
and
WHEREAS, Troy A. Schnack furthered his education by attending The
Fletcher School at Tufts University, Medford, Massachusetts; in 2005, he
received a Master's degree in Law and Diplomacy, and then obtained his
Ph.D. in 2012; and
WHEREAS, Troy A. Schnack also successfully completed many military
courses, including Basic Training, Cannon Fire Direction Specialist,
Airborne, Air Assault, Master Fitness Trainers, Infantry Captains
Career, and Combined Arms and Services Staff School, as well as Command
and General Staff School; and
WHEREAS, For many years, Lieutenant Colonel Troy A. Schnack rendered
faithful, conscientious and valuable service to the United States Mili-
tary Academy and the United States Army, earning the admiration, esteem
and affection of his colleagues; and
WHEREAS, From 1990-2003, Lieutenant Colonel Troy A. Schnack proudly
served his country as a member of the United States Army in several
different capacities, including an Enlisted Fire Direction Specialist
for the 1st Battalion, 319th Field Artillery Regiment, 82nd Airborne
Division in both North Carolina and Iraq; Battery Fire Direction Offi-
cer, Platoon Leader, and Battalion Fire Direction Officer for the 3rd
Battalion, 29th Field Artillery, 4th Division, in Colorado and Kuwait;
and for the 4th Battalion, 42nd Field Artillery, 4th Infantry Division,
in Texas and Iraq; and
WHEREAS, In August of 2007, Lieutenant Colonel Troy A. Schnack began
his work for the Department of Social Sciences at the United States
Military Academy; throughout his tenure, he held the positions of Offi-
cer in Charge, West Point Model United Nations Team, Assistant Professor
of both International Political Economy and Officership and Principles
of Economics and Officership, Instructor of Principles of Economics and
International Political Economy, Principles of Economics, and Interna-
tional Relations; and
WHEREAS, From July of 2009 to August of 2010, Lieutenant Colonel Troy
A. Schnack served as a participant of the Provincial Government Advisory
Team, al-Anbar Province, Ramadi, Iraq; and
WHEREAS, Upon his return to the United States, Lieutenant Colonel Troy
A. Schnack became a member of the administration faculty at the United
States Military Academy, serving as Assistant Dean for Plans, Analysis,
and Personnel, Chief of Protocol; and
WHEREAS, In 2014, Lieutenant Colonel Troy A. Schnack attained the
esteemed position of Executive Officer to the Superintendent, the title
from which he will officially retire; and
WHEREAS, In his capacity as an educator and a soldier, Lieutenant
Colonel Troy A. Schnack served with loyalty, honor and distinction, was
governed by a keen sense of duty, and always showed a unique grasp of
human problems in his official acts; and
WHEREAS, With him throughout have been his wife, Darcy Schnack, and
their three children, Ainsley, Avery, and Rowan, all of whom feel privi-
leged to be a part of his life and rejoice in his achievements; and
WHEREAS, Individuals who dedicate their lives to military service
merit the commendation and applause of all citizens for their commitment
to the preservation of American freedom; and
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed resi-
dents of this noble Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Lieutenant Colonel Troy A. Schnack upon the occasion of his
retirement after many years of distinguished service to the United
States Military Academy, West Point, New York, and the United States
Army; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Lieutenant Colonel Troy A. Schnack.
