LEGISLATIVE RESOLUTION honoring Omyma David upon the occasion of her
designation as recipient of the Caribbean Woman of the Year Award by the
Neighborhood Technical Assistance Clinic

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Omyma David upon the occasion of her designation as recipient of the
Caribbean Woman of the Year Award by the Neighborhood Technical Assist-
ance Clinic, to be celebrated at its 8th Annual Gala, on Tuesday, June
16, 2015, at Giando on the Water, Brooklyn, New York; and
WHEREAS, The 2015 Gala is entitled "A Salute to New York City's
Nonprofits and the Neighborhoods They Serve: Promoting Wellness and
Health Neighborhoods", which will bring together the city's Borough
Presidents as Honorary Chairs, as well as nonprofit organizations,
funders and supporters; and
WHEREAS, Founded in 1998, the Neighborhood Technical Assistance Clinic
(NTAC) strengthens partnerships between communities and philanthropies;
its services build the capacity of New York City community-based and
faith-based organizations serving low income and service-deprived neigh-
borhoods through ongoing assessments which identify human, financial and
other necessary resources; and
WHEREAS, NTAC's services include Funding and Grantmaking Assistance,
Project Assistance and Consultation, Board Strategy and Consultation,
Meet the Grantmakers, Grant Writing 101, Marketing Outreach and Special
Events, Staff/Volunteer Training, Speakers and Trainers, and Continuing
Education; and
WHEREAS, Omyma David earned her Bachelor's degree in Psychology from
the University of the Virgin Islands-St. Thomas Campus, and then went on
to receive her Master's degree in Counseling Psychology from the Carib-
bean Graduate School of Theology, Kingston, Jamaica; and
WHEREAS, Omyma David furthered her education by obtaining both a
Master of Education in Psychological Counseling and a Master's degree in
Organizational Psychology from Teacher's College, Columbia University,
New York City; in addition, she is presently completing her dissertation
towards her Ph.D. in Psychology; and
WHEREAS, Prior to moving to New York City, Omyma David was employed
within the education system in Antigua and Barbuda; she held the posi-
tion of Teacher and then High School Counselor at the Clare Hall Second-
ary School, the Antigua Girls' High School and the Antigua Grammar
School; and
WHEREAS, Upon her arrival to the United States, Omyma David worked as
a Special Education Teacher within New York City; and
WHEREAS, In 2004, Omyma David began serving as the Deputy Consul
General at the Consulate General of Antigua and Barbuda in New York
City, a position she held for almost 10 years; during this time, she was
appointed manager of administration by the United States Department of
State; and
WHEREAS, From 2012-2014, Omyma David performed the duties of Consul
General for Antigua and Barbuda while simultaneously serving in her
substantive capacity as Deputy Consul General; in addition, she held the
title of Chair of the New York CARICOM Consular Corps; and

WHEREAS, Throughout her tenure at the Antigua and Barbuda Consulate,
Omyma David served her country and its people with distinction, impecca-
ble integrity and efficiency; she also assisted the wider Caribbean
American community in several capacities including Chair of the Annual
Caribbean Health Fair; and
WHEREAS, Omyma David has been a Keynote Speaker at several events such
as the Brooklyn Borough President's Annual Caribbean American Heritage
Month Breakfast and the Inaugural Caribbean American Healthcare Awards
Gala; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Omyma David upon the occasion of her designation as recipient of
the Caribbean Woman of the Year Award by the Neighborhood Technical
Assistance Clinic; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Omyma David.
