LEGISLATIVE RESOLUTION honoring Trooper Douglas K. Layman, Jr. upon the
occasion of his designation as recipient of the William V. McDonagh
Community Service Award by the New York State Police
WHEREAS, The quality and sanctity of community life are cherished values
worthy of safeguarding, and this Legislative Body is moved to honor
those exemplary public servants who devote their lives to preserving and
protecting such values; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Trooper Douglas K. Layman, Jr. upon the occasion of his designation as
recipient of the William V. McDonagh Community Service Award by the New
York State Police to be celebrated at the 39th Annual Awards Day Ceremo-
ny on Monday, May 11, 2015, in Albany, New York; and
WHEREAS, Trooper Douglas K. Layman, Jr. has proudly served as a member
of the New York State Police since 1987; he is currently assigned to the
State Police Sidney Communications Station, Troop C, and resides in
Oneonta, New York; and
WHEREAS, Dedicated to helping people with special needs, Trooper Doug-
las K. Layman, Jr. is a volunteer with the Adaptive Sports Foundation, a
non-profit organization which provides profound and life changing expe-
riences for children and adults with physical and cognitive disabilities
and chronic illnesses through outdoor physical activity, education,
support and community; and
WHEREAS, For over 20 years, Trooper Douglas K. Layman, Jr. has
contributed his time and efforts with the foundation as a ski instructor
at Windham Mountain; he is known for his ability to teach students with
a variety of special needs, as well as his informative and enjoyable
training sessions; and
WHEREAS, This esteemed man has also volunteered extensively for the
Northeastern Police Ski Championships, a race organized by New York
State Troopers and Investigators to raise significant funds for worthy
causes including the Special Olympics, Make-A-Wish Foundation, and fami-
lies of officers killed in the line of duty; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Trooper Douglas K. Layman, Jr. has
displayed throughout his life; and
WHEREAS, It is the sense of this Legislative Body that those extraor-
dinary individuals who unselfishly devote their lives to the preserva-
tion of order and the protection of others are worthy and due full
praise for their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Trooper Douglas K. Layman, Jr. upon the occasion of his desig-
nation as recipient of the William V. McDonagh Community Service Award
by the New York State Police; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Trooper Douglas K. Layman, Jr.
