LEGISLATIVE RESOLUTION commending the Queens County Section of the
National Council of Negro Women, Inc. on hosting its 28th Annual Black
Tie Awards Gala and paying tribute to this year's honorees on June 7,
2015

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, it is the intent of this Legislative Body to
commend the Queens County Section of the National Council of Negro
Women, Inc. on hosting its 28th Annual Black Tie Awards Gala and paying
tribute to this year's honorees, to be celebrated on Sunday, June 7,
2015, at Antun's Caterers, Queens Village, New York; and
WHEREAS, The six remarkable women who will be honored at the 28th
Annual Black Tie Awards Gala were selected for their significant
contributions to human services, the arts, music, health and veterans
care; and
WHEREAS, The 2015 honorees include: Winsome J.H. Dyer-Anthony, Veter-
ans Activist; Yolanda DeBerry, Minister of Music; Lorraine Stephens,
Human Services Administrator; Leslie Ellen Phillips, Stage Director and
Playwright; Perisa Harrison, Breast Health Advocate; and Shandeeyaky
Shabazz, Community Activist; and
WHEREAS, The Queens County Section of the National Council of Negro
Women (NCNW), Inc. was organized on May 13, 1987, by Reva Anthony based
on the growing need for community based programs and services in South
East Queens; this vital group was chartered in August of 1987, at the
St. Albans Naval Hospital in St. Albans, New York; and
WHEREAS, Today, under the luminous leadership of President Pamela
Davis, the Queens County Section of NCNW, Inc. is comprised of approxi-
mately 170 members, which includes associate members; in September of
1992, the Queens County Junior Section was organized and chartered; and
WHEREAS, Members of the Queens County Section of NCNW formed 11
committees which include health, cultural arts, religion, voter's educa-
tion, good and welfare, membership, economic development, social
welfare, Big Sisters, education and community services which were
designed to disseminate information about issues affecting African Amer-
ican women and their families, promote healthy lifestyles and disease
prevention projects, promote community empowerment and self-help
programs, support career development and economic equity, and build upon
the rich heritage, traditional values and historic strengths of African
American families; and
WHEREAS, Since its inception, the Queens County Section has worked to
lead, develop and advocate for women of African descent as they support
their families and communities; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals and organizations of such noble aims and accomplishments are
brought to our attention, they should be celebrated and recognized by
all the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend the Queens County Section of the National Council of Negro
Women, Inc. on hosting its 28th Annual Black Tie Awards Gala and paying
tribute to this year's honorees; and be it further

RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Pamela Davis, President of the Queens County Section of the
National Council of Negro Women, Inc., and the aforementioned honorees.
