LEGISLATIVE RESOLUTION honoring Rebecca Haines, Clerk for the Town of
Ellery, New York, upon the occasion of her selection as Clerk of the
Year by the New York State Town Clerks Association
WHEREAS, It is the intent of this Legislative Body to commemorate and
recognize certain milestones, deeds, and accomplishments in the lives of
citizens of this great Nation and Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Rebecca Haines of Ellery, New York, upon the occasion of her selection
as Town Clerk of the Year by the New York State Town Clerks Association;
and
WHEREAS, Rebecca Haines began her service as Clerk for the Town of
Ellery, New York, in 1981; and
WHEREAS, For over three decades, this esteemed woman has dedicated
herself to public service, consistently putting the needs of town resi-
dents first; and
WHEREAS, Throughout her years of service to residents of the Town of
Ellery, Rebecca Haines has served as Clerk, Tax Collector, Records
Manager, Notary Public and Registrar of Vital Statistics; and
WHEREAS, Rebecca Haines was a founding member of the Chautauqua County
Municipal Clerks Association; the organization works to inform, educate
and promote the skills and knowledge of Chautauqua County's municipal
clerks and other local government staff; she is a past President, Vice
President and Treasurer for the organization and is well respected by
all for her work and dedication to the association; and
WHEREAS, For 33 years, Rebecca Haines has also been a member of the
New York State Town Clerks Association; during that time, she has been
an active member of the association, serving as Conference Registration
Chair, District Director, Treasurer and 1st, 2nd and 3rd Vice President;
from July 1, 2007, until June 30, 2009, she served as President for the
New York State Town Clerks Association; and
WHEREAS, A motivated, knowledgeable and dedicated professional, Rebec-
ca Haines is also a member of the International Institute of Municipal
Clerks (IIMC), a professional, nonprofit association that promotes
continuing education and certification through university and college-
based institutes and provides networking solutions, services and bene-
fits to its members worldwide; through the IIMC's extensive educational
programs and course work, she has obtained the titles of Certified
Municipal Clerk and Master Municipal Clerk; and
WHEREAS, Always an active member of the Chautauqua County community,
Rebecca Haines also serves on the Chautauqua Watershed Conservancy, a
not-for-profit organization focused on preserving and enhancing the
water quality, scenic beauty and ecological health of the lakes, streams
and watersheds of the Chautauqua region; and
WHEREAS, Furthermore, Rebecca Haines is a member of the Fenton History
Center in Jamestown, the Lawson Boating Heritage Center in Bemus Point,
St. Timothy's Lutheran Church in Bemus Point, and the Chautauqua Alco-
holism & Substance Abuse Council; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which this remarkable woman has displayed
throughout her life; and
WHEREAS, It is the sense of this Legislative Body to publicly recog-
nize and honor beloved citizens who have contributed in extraordinary
ways to the betterment of the lives of residents of this great Empire
State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Rebecca Haines, Clerk for the Town of Ellery, New York, upon the
occasion of her selection as Town Clerk of the Year by the New York
State Town Clerks Association; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Rebecca Haines.
