LEGISLATIVE RESOLUTION commending Richard J. Warren upon the occasion of
his designation for special recognition by the Sisters of Mercy on May
19, 2015

WHEREAS, It is the custom of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who would devote themselves to the welfare of the community and its
citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Richard J. Warren upon the occasion of his designation for special
recognition by the Sisters of Mercy to be celebrated at its 16th Annual
Evening of Mercy Gala on May 19, 2015, at The Yale Club of New York
City; and
WHEREAS, The Sisters of Mercy work passionately to eliminate poverty,
the widespread denial of human rights, the degradation of earth, the
increase in violence and racism, the continued oppression of women, the
abuse of children, the mistreatment of immigrants and the lack of soli-
darity among people and nations; and
WHEREAS, In 1974, Richard J. Warren earned his Bachelor's degree from
Syracuse University; three years later, he received his Juris Doctor
degree from the University of Miami Law School; and
WHEREAS, Currently, Richard J. Warren is admitted to the practice of
law in New York and Florida, as well as the Federal Court of Appeals in
the Eastern and Southern districts of New York; and
WHEREAS, Since 1977, Richard J. Warren has focused on child welfare
law; he has represented foster care agencies and adoptive parents in
thousands of cases in New York City Family Courts, as well as Courts
throughout the State of New York; and
WHEREAS, In this capacity, Richard J. Warren has lectured on legal
issues involved with the foster care system to attorneys, professionals
involved with child protective work, and prospective adoptive parents;
he is recognized throughout the City of New York as an expert in these
matters and is frequently consulted by his peers, agency directors, and
clients to provide advice on the most complicated legal matters; and
WHEREAS, Throughout his stellar career, Richard J. Warren has been
trial counsel in thousands of cases in the Family Courts, among them the
most complex and trend setting; and
WHEREAS, Richard J. Warren also represents corporations as general
counsel, including not-for-profit corporations, educational insti-
tutions, and real estate developers; he routinely advises corporate
executives, boards, and human resource departments on complex organiza-
tional and employment-related matters; and
WHEREAS, Dedicated to the well-being of his community, Richard J.
Warren has served on the Board of Directors of several not-for-profit
organizations as both a Director and an Officer; and
WHEREAS, Today, Richard J. Warren is the President and Managing Attor-
ney of Warren & Warren, P.C., a law firm in downtown Brooklyn, New York,
specializing in child welfare law, adoption, and not-for-profit corpo-
rate law; and
WHEREAS, With him throughout have been his wife of 8 years, and his
two children, all of whom feel privileged to be a part of his life and
rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their

profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Richard J. Warren upon the occasion of his designation for
special recognition by the Sisters of Mercy on May 19, 2015; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Richard J. Warren.
