LEGISLATIVE RESOLUTION honoring Captain Richard Martin upon the occasion
of his designation for special recognition by the Ulster County Police
Chief's Association on May 21, 2015

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished officers and citizens who devote themselves to
public service, demonstrating great courage and diligence in providing
for the care and welfare of the citizens of their communities and this
great Empire State; and
WHEREAS, Within every community of the State of New York, there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Captain Richard Martin upon the occasion of his designation for special
recognition by the Ulster County Police Chief's Association, to be cele-
brated at its Annual Awards Banquet on Thursday, May 21, 2015, at the
Witlwyck Golf Course, Kingston, New York; and
WHEREAS, Richard Martin began his illustrious career in Law Enforce-
ment as a part-time Police Officer with the Town of Marlboro Police in
January of 1975, a position he held until July of the same year when he
joined the Town of New Paltz Police Department; and
WHEREAS, In November of 1979, Richard Martin was promoted to the rank
of Sergeant and remained there until January of 1984, when he was hired
by the New York State Environmental Conservation Police Department as a
Conservation Officer; and
WHEREAS, Continuing to climb the ranks, Richard Martin was promoted to
the rank of Investigator in October of 1992, and continued to serve in
that capacity until his promotion to Lieutenant in September of 1996;
and
WHEREAS, In October of 2002, Richard Martin was promoted to the rank
of Captain and was assigned to oversee Region 3, an enormous responsi-
bility consisting of seven counties; in addition, he was assigned to
work at the Division Headquarters in Albany from October of 2005 until
August of 2006; and
WHEREAS, Richard Martin served the New York State Environmental
Conservation Police in the esteemed position of Captain until April of
2014, after more than 12 years of distinguished service; and
WHEREAS, During his 39 year career in law enforcement, Captain Richard
Martin served as an EVOC and Firearms Instructor and continued training
until his retirement; he has been a long time member of the Ulster Coun-
ty Police Chief's Association and an integral part of the inter-agency
cooperation which exists today; and
WHEREAS, It is the sense of this Legislative Body that dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Captain Richard Martin upon the occasion of his designation for
special recognition by the Ulster County Police Chief's Association on
May 21, 2015; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Captain Richard Martin.
