LEGISLATIVE RESOLUTION congratulating Bill Howell upon the occasion of
his induction into the 2014 Athletic Hall of Fame by the SS Seward
Institute
WHEREAS, It is the sense of this Legislative Body to honor those indi-
viduals whose exceptional athletic prowess leaves an enduring legacy in
their communities; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to congratu-
late Bill Howell upon the occasion of his induction into the 2014
Athletic Hall of Fame by the SS Seward Institute, which was celebrated
at its Induction Ceremony on September 27, 2014; and
WHEREAS, An important figure in the history of the SS Seward Insti-
tute, Bill Howell Class of 1947, had an outstanding high school athletic
career in soccer; and
WHEREAS, Although running a dairy farm in Florida, New York, left
little time for athletics, Bill Howell thrived on the sport of soccer
which he played extremely well; and
WHEREAS, Bill Howell was an eager participant when then
principal/coach/teacher Phillip Woodward introduced the sport of soccer
to Seward Institute in 1945; one year later, Alex F. Paul arrived and
took over most of the coaching duties; and
WHEREAS, As he and his team, along with their new coach, began to
learn the sport, Bill Howell played the position of fullback; with a
broad frame and known to be quick on his feet, his unbeatable talents
demonstrated his agility as an outstanding defensive player; and
WHEREAS, In the fall of 1947, Bill Howell was instrumental in helping
his team capture the Division Championship; it was a first for the
fledging soccer program, and one that Bill and his former teammates
still reminisce about today; and
WHEREAS, Upon his post-graduate season, Bill Howell stayed on his
dairy farm for several more years until selling the business and found-
ing the DTH Septic Service; and
WHEREAS, Active in his community, Bill Howell devoted his time and
energies to the Boy Scouts of America Troop No. 44; for 10 years, he
served as Scoutmaster in which 14 scouts attained the rank of Eagle,
including his six sons, and one grandson; and
WHEREAS, Bill Howell received the very prestigious Silver Beaver Award
for his dedication and commitment to the Boy Scouts of America; and
WHEREAS, With him throughout has been his wife, Audrey, who feels
privileged to be a part of his life and rejoices in his achievements;
and
WHEREAS, Athletes such as Bill Howell provide a tremendous service to
the future of our State and Nation, inspiring generations of student-
athletes in their athletic journeys and ensuring their success in their
future years; and
WHEREAS, Bill Howell has clearly been an inspiration to the youth of
the SS Seward Institute, as well as to the community-at-large, and
accordingly merits recognition and applause for his impressive dedi-
cation to others; and
WHEREAS, It is the practice of this Legislative Body to commend the
efforts of those individuals who work to support our proud tradition of
public education by providing their skills and talents to our students
and our schools; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Bill Howell upon the occasion of his induction into the
2014 Athletic Hall of Fame by the SS Seward Institute; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Bill Howell.
