LEGISLATIVE RESOLUTION commending Deputy Chief Charles Scholl upon the
occasion of his designation for special recognition by the 60th Precinct
Community Council on May 28, 2015

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding, and this Legislative Body is moved to
honor those individuals who serve to preserve and protect such values,
lauding particularly their unwavering courage and dedication in the
daily performance of their duties; and
WHEREAS, It is appropriate to recognize and commend such outstanding
law enforcement officers as Deputy Chief Charles Scholl for their valued
contributions to the community; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Deputy Chief Charles Scholl upon the occasion of his designation for
special recognition by the 60th Precinct Community Council to be cele-
brated at a dinner at Gargiulo's Restaurant in Brooklyn, New York on
Thursday, May 28, 2015; and
WHEREAS, Deputy Chief Charles Scholl, a 36-year veteran of the New
York City Police Department, has spent his entire career patrolling the
streets of Brooklyn; he is currently the Executive Officer of Patrol
Borough Brooklyn South; and
WHEREAS, A lifelong Brooklyn resident, Deputy Chief Charles Scholl
attended St. Mary's Star of the Sea Grammar School and Bishop Ford High
School, before earning his Bachelor's degree in Police Science from John
Jay College of Criminal Justice; he was also the recipient of the Police
Foundation Scholarship Award, given to a member of the NYPD with the
highest GPA; and
WHEREAS, Deputy Chief Charles Scholl was sworn into the NYPD Police
Academy on November 7, 1979; upon graduating, he was assigned to Neigh-
borhood Stabilization Unit 13, covering the 77th, 79th and 88th
Precincts in the Bedford Stuyvesant, Crown Heights and Fort Greene areas
of Brooklyn; and
WHEREAS, In 1985, this dedicated police officer was promoted to
Sergeant, and assigned to the 84th Precinct in Downtown Brooklyn; he
later attained the esteemed rank of Lieutenant after being assigned to
the 67th Precinct in East Flatbush; he was then assigned to the 76th
Precinct covering the Red Hook and Carroll Gardens communities; and
WHEREAS, Deputy Chief Charles Scholl joined the executive ranks of the
NYPD in 1997, when he was promoted to Captain and became Executive
Office of the 61st Precinct in Sheepshead Bay, and later the 71st
Precinct in Crown Heights; and
WHEREAS, In 1999, Deputy Chief Charles Scholl was promoted to Command-
ing Officer of the 62nd Precinct in Bensonhurst and Dyker Heights; he
then became the Commanding Officer of the 60th Precinct where he oversaw
the massive resurgence of the Coney Island and Brighton Beach communi-
ties; and
WHEREAS, Under Deputy Chief Charles Scholl's able leadership, the 60th
Precinct experienced a massive decrease in crime and quality of life
violations; he was promoted from Captain to Deputy Inspector, and later
full Inspector, earning the distinction of being one of only two comman-
ders ever to be promoted twice while commanding the same precinct; and
WHEREAS, Following his promotion to Deputy Chief, Charles Scholl
continued to shine in his duties as Executive Officer of Patrol Borough
Staten Island before recently transferring to command the same post in
South Brooklyn; and

WHEREAS, The recipient of numerous awards and accolades throughout his
distinguished career, Deputy Chief Charles Scholl has received over 60
departmental recognitions for his outstanding service to the citizens of
New York City; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Deputy Chief Charles Scholl has
displayed throughout his life; and
WHEREAS, It is the sense or this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Deputy Chief Charles Scholl upon the occasion or his designation
for special recognition by the 60th Precinct Community Council; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Deputy Chief Charles Scholl.
