LEGISLATIVE RESOLUTION honoring Richard Drucker upon the occasion of his
retirement after 20 years of distinguished service to the Brooklyn Navy
Yard Development Corporation

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Richard Drucker upon the occasion of his retirement after 20 years of
distinguished service to the Brooklyn Navy Yard Development Corporation;
and
WHEREAS, For the past two decades, Richard Drucker has rendered faith-
ful, conscientious and valuable service to the Brooklyn Navy Yard Devel-
opment Corporation; and
WHEREAS, Richard Drucker earned his Bachelor's degree from Yeshiva
University, New York City, and received his Master's degree from New
York University; and
WHEREAS, He furthered his education by obtaining his Juris Doctor
degree from Brooklyn Law School and is a member of the New York State
Bar; and
WHEREAS, For 19 years, Richard Drucker served as Assistant Deputy
Commissioner for Small Business in the New York State Department of
Economic Development, now known as Empire State Development; and
WHEREAS, In 1995, Richard Drucker became the Senior Vice President for
External Affairs at the Brooklyn Navy Yard Development Corporation; in
this capacity, he was the Project Manager for the preparation of a
Master Development Strategy for the Navy Yard; and
WHEREAS, The Master Development Strategy calls for the infusion of
substantial capital dollars into infrastructure rehabilitation of the
Brooklyn Navy Yard to keep the facility operating as an industrial park
well into this Century; and
WHEREAS, Richard Drucker was also instrumental in negotiating the
transfer of the Naval Hospital Annex from the United States Navy to the
Brooklyn Navy Yard Corporation; and
WHEREAS, In addition, Richard Drucker held the position of Project
Manager during the successful establishment of a New York State Empire
Zone for the Brooklyn Navy Yard, and thereby provided incentives for
companies to move and grow within the industrial park, and subsequently,
create additional jobs; and
WHEREAS, Richard Drucker also played an active role in securing capi-
tal funding for the Brooklyn Navy Yard from various city, state, and
federal sources; the funding enabled the Yard to create space for addi-
tional tenants, and thereby created hundreds of additional jobs for its
community, as well as the nearby neighborhoods of Williamsburg, Fort
Greene, and Bedford Stuyvesant; and
WHEREAS, A dynamic resident of Manhattan Beach, Brooklyn, Richard
Drucker is a member of the Board of Directors for several community-
based organizations, including the Manhattan Beach Community Group; and
WHEREAS, In his official acts, Richard Drucker was governed by a keen
sense of duty and always showed a unique grasp of human problems; and
WHEREAS, During his tenure with the Brooklyn Navy Yard Development
Corporation, Richard Drucker has earned the admiration, esteem and
affection of his colleagues; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Richard Drucker upon the occasion of his retirement after 20 years
of distinguished service to the Brooklyn Navy Yard Development Corpo-

ration, and to wish him continued success in all of his future endeav-
ors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Richard Drucker.
