LEGISLATIVE RESOLUTION honoring Officers Douglas Garrido and Thomas
Leonard of the Croton-on-Hudson Police Department for their role in
saving the lives of heroin overdose victims on two separate occasions
WHEREAS, The State of New York takes great pride in acknowledging the
heroic actions of its esteemed law enforcement officers; and
WHEREAS, Officers Douglas Garrido and Thomas Leonard, partners in the
Croton-on-Hudson Police Department, are being lauded for their role in
saving the lives of heroin overdose victims on two separate occasions;
and
WHEREAS, Officer Garrido graduated from Sleepy Hollow High School and
earned a Bachelor's degree in computer information systems from Pace
University; and
WHEREAS, After a three-year career in Information Technology at the
Tarrytown House Conference Center, he attended the New York City Police
Academy in 2003; and
WHEREAS, Officer Garrido enjoyed success with the New York Police
Department and the Sleepy Hollow Police Department before joining the
Croton-on-Hudson Police Department; and
WHEREAS, Officer Thomas Leonard graduated from the Dutchess County
Police Academy in 2008; while at the Academy, he was elected President
of his class; and
WHEREAS, After almost two years with the Dutchess County Sheriff's
Office, Officer Leonard joined the City of Mount Vernon Police Depart-
ment, where he was selected for the Emergency Service Unit; and
WHEREAS, Officer Leonard joined the Croton-on-Hudson Police Department
in 2013, where he serves as a certified DARE instructor; and
WHEREAS, On February 4, 2015, Officers Garrido and Leonard responded
to a report of a heroin overdose at a residence on Grand Street; after
administration of two vials of Naloxone, the victim was able to walk out
to the ambulance and was transported to a local hospital; and
WHEREAS, Officers Garrido and Leonard saved a second heroin overdose
victim on April 16, 2015, when they responded to a call of an unrespon-
sive female and possible heroin overdose at a residence on Brook Street;
two vials of Naloxone were administered and the victim was transported
to a local hospital; and
WHEREAS, Naloxone, commonly referred to as Narcan, is known to reverse
the effects of an overdose of opiates such as heroin; and
WHEREAS, Officers Douglas Garrido and Thomas Leonard are tremendous
assets to the Croton-on-Hudson Police Department; their quick thinking
and heroic actions are an inspiration to their fellow officers; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Officers Douglas Garrido and Thomas Leonard for their role in
saving the lives of heroin overdose victims on two separate occasions;
and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Croton-on-Hudson Police Officers Douglas Garrido and Thomas
Leonard.
