LEGISLATIVE RESOLUTION honoring Kenneth Elmer Sheffer posthumously upon
the occasion of his designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New York State Senate

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Kenneth Elmer
Sheffer posthumously upon the occasion of his designation as recipient
of a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate, to be celebrated at the Columbia County Honor-A-
Deceased Veteran Ceremony in November of 2015; and
WHEREAS, The New York State Senate Liberty Medal was established by
resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and
WHEREAS, Born on December 2, 1931, to Elmer and Gladys (Quick) Sheffer
in Hudson, New York, Kenneth Elmer Sheffer graduated from Hudson High
School in 1949, attended Ithaca College the following year, and served
as a painter and apprentice electrician for Stanley Walker; and
WHEREAS, Kenneth Elmer Sheffer enlisted in the United States Air Force
on December 27, 1950; after his initial training, he attended Medical
Field Service School and was trained as a medical technician; and
WHEREAS, Attaining the esteemed rank of Corporal, Kenneth Elmer Shef-
fer served as a Senior Clerk and Medical Technician at Luke Air Force
Base in Phoenix, Arizona during the Korean War; he was honorably
discharged on March 27, 1952; and
WHEREAS, Upon the completion of his distinguished military service,
Kenneth Elmer Sheffer returned home, met and married Rachel Borrelle on
May 26, 1956, at Mount Carmel Catholic Church in Hudson; together they
raised four beautiful children, Valerie, Paula, Gary and Kenneth; and
WHEREAS, Kenneth Elmer Sheffer gave 33 years of steadfast and dedi-
cated service to IBM in Kingston, New York, where he worked as a manag-
er, retiring in 1989; and
WHEREAS, Active within his community, Kenneth Elmer Sheffer was a
member of Edmund's Hose Fire Company, as well as the Hudson Elks Lodge
No. 787, where he served as House Committee Chairman; and
WHEREAS, A beloved husband, father and grandfather, Kenneth Elmer
Sheffer died on October 12, 2007, while residing in Wynantskill, New
York, at the age of 75; and
WHEREAS, Having exhibited his patriotism both at home and abroad,
Kenneth Elmer Sheffer demonstrated his love for his country and merits
forevermore the highest respect of his State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Kenneth Elmer Sheffer posthumously upon the occasion of his desig-
nation as recipient of a Liberty Medal, the highest honor bestowed upon
an individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Kenneth Elmer Sheffer.
