LEGISLATIVE RESOLUTION commending Pamela S. Brier upon the occasion of
her retirement after 20 years of distinguished service to Maimonides
Medical Center on January 27, 2016

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens of this great Empire State who have
devoted themselves to faithfully serving the best interests of their
community and the needs of its residents; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Pamela S. Brier upon the occasion of her retirement after 20 years of
distinguished service to Maimonides Medical Center at their Annual Gala
held on Wednesday, January 27, 2016, at the Waldorf Astoria, New York,
New York; and
WHEREAS, Pamela S. Brier earned her bachelor's degree with honors from
the University of California at Berkeley and her Master's degree in
Health Administration from UCLA; she is also the recipient of two honor-
ary doctorates, from Long Island University in 2007 and St. Francis
College in 2014; and
WHEREAS, In 1995, Pamela S. Brier joined the staff at Maimonides
Medical Center, Brooklyn, New York, a 711-bed teaching hospital which
employs more than 6,000 people, holding the title of Chief Operating
Officer; eight years later, she took on the esteemed role of President
and Chief Executive Officer, a position from which she will officially
retire in January of 2016; and
WHEREAS, Prior to her employment at Maimonides Medical Center, Pamela
S. Brier served in successive leadership positions over 15 years at the
New York City Health and Hospitals Corporation, as CFO, Executive VP and
President of Jacobi Medical Center in the Bronx, and as President and
CEO of Bellevue Hospital Center in Manhattan; and
WHEREAS, Throughout Pamela S. Brier's tenure, Maimonides Medical
Center has become the preeminent medical center in Brooklyn, providing
world-class care to all, regardless of ability to pay; for two decades,
she focused her career on expanding health care access to underserved
populations, engaging entire communities in the process; and
WHEREAS, In her capacity as leader of this vital health institution,
Pamela S. Brier developed a consortium which began with 10 like-minded
outside partners, and grew to include six hospitals, 350 community-based
organizations and more than 2,400 physicians; together, they are dedi-
cated to using health information technology tools to improve care for
chronically ill individuals, including those with serious mental
illness; and
WHEREAS, Funded partially through state grants and expanded through a
competitive federal Innovation Award from the Centers for Medicare and
Medicaid Services, this essential consortium serves as the foundation
for one of the largest provider networks in New York State's Delivery
System Reform Incentive Payment (DSRIP) Program; and
WHEREAS, Throughout her stellar career, Pamela S. Brier has utilized a
leadership approach which encourages broad-based thinking to advance
local organizational change, with an emphasis on programs that can be
replicated at other organizations; and
WHEREAS, Pamela S. Brier is recognized as an advocate for health care
reform and quality improvement achieved through inter-disciplinary clin-
ical and administrative teamwork, and for her belief that financial
robustness is best accomplished by this organizational approach; and
WHEREAS, Under Pamela S. Brier's adept leadership at Maimonides
Medical Center, the hospital has been at the forefront of integrating

health information technology (IT) into clinical care delivery, winning
numerous awards for these achievements; and
WHEREAS, Furthermore, Maimonides Medical Center is nationally recog-
nized for excellence in the treatment of heart attack, heart failure,
and stroke, and runs Brooklyn's first and only full-service Cancer
Center; and
WHEREAS, In 2006, Pamela S. Brier was instrumental in establishing the
New York eHealth Collaborative, a statewide public-private partnership
devoted to health IT adoption and information exchange, of which she has
been Vice Chair since 2011; and
WHEREAS, Pamela S. Brier has demonstrated a commitment to local and
statewide public policy development and advocacy on health care issues
which affect low-income populations; in 2003, she was appointed by Mayor
Bloomberg to serve on the New York City Board of Health, and since 2006,
has been a member of the Board of the Fund for Public Health in New York
City; and
WHEREAS, In addition, Pamela S. Brier was a mayoral appointee to the
Workforce Development Board and the NYC Board of Corrections, and from
1993-2001, she served on the New York State Hospital Review and Planning
Council; for seven years, she served as the Board Chair of Housing
Works, the largest community-based organization in the nation providing
medical, social service and advocacy programs for people living with
HIV/AIDS; and
WHEREAS, For her incredible dedication to the health care industry and
her community, Pamela S. Brier was the recipient of numerous awards and
accolades; in 2015, she was once again named by CRAIN'S NEW YORK BUSI-
NESS as one of the 50 most powerful women in New York City, and was
inducted into the prestigious Crain's Hall of Fame, one of only seven
men and women so honored; and
WHEREAS, Throughout her illustrious career, Pamela S. Brier has served
Maimonides Medical Center with intelligence and caring dedication,
continuously striving to effectively fulfill the duties of her position;
and
WHEREAS, Sincerely loved and greatly respected by all those with whom
she worked, Pamela S. Brier will be remembered for her honesty, integri-
ty, keen sense of duty and ability to show a unique grasp of human prob-
lems in her official acts; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of

the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Pamela S. Brier upon the occasion of her retirement after 20
years of distinguished service to Maimonides Medical Center, and to wish
her continued success in all her future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Pamela S. Brier.
