LEGISLATIVE RESOLUTION honoring Charles Patricelli upon the occasion of
his retirement after 33 years of distinguished service to the Watervliet
Housing Authority

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished citizens who demonstrate great courage and diligence
in providing for the care and welfare of the citizens of their communi-
ties and this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Charles Patricelli upon the occasion of his retirement after 33 years of
distinguished service to the Watervliet Housing Authority to be cele-
brated at a party held in his honor on Friday, January 29, 2016, at the
Watervliet Elks Club in Watervliet, New York; and
WHEREAS, A graduate of Siena College, Charles Patricelli began his
professional career serving as a clerk in the Albany County Executive's
Office; several years later, he was recruited by the City of Watervliet
to work as an assistant to the General Manager at City Hall; and
WHEREAS, In 1982, Charles Patricelli was appointed Executive Director
of the Watervliet Housing Authority (WHA), and immediately set to work
transforming an organization which had experienced numerous fiscal and
social challenges; and
WHEREAS, Dedicated to ensuring residents in WHA facilities enjoyed a
safe and affordable place to live, Charles Patricelli led his staff in
beautifying the organization's complexes and reached out to the local
community; he also forged strong relationships with the Watervliet
Police Department and city departments and organizations such as Little
League and Civic Center; and
WHEREAS, Known for his sense of humor, as well as his no-nonsense
approach to leadership, Charles Patricelli has built the WHA into one of
the most financially sound housing authorities in the country while
establishing a reputation for excellence at the local, state, and
national levels; and
WHEREAS, Over the years, Executive Director Charles Patricelli has
worked tirelessly to improve the lives of WHA tenants and their fami-
lies; he has provided residents with quality amenities, free Wi-Fi and
beautifully landscaped grounds; and
WHEREAS, Executive Director Charles Patricelli has also given young
children opportunities to play Little League baseball, offered computers
for child tenants and graduating high school seniors, and organized
annual Christmas visits with presents from Santa Claus; and
WHEREAS, In addition to overseeing a staff of ten and more than 400
units spread throughout the City of Watervliet and Village of Green
Island, this esteemed civic leader has served as the Director of the
Cohoes Housing Authority where he has achieved outstanding results; and
WHEREAS, Throughout his illustrious tenure, Charles Patricelli has
expertly fulfilled the various wide-ranging responsibilities of his
office while displaying the tremendous insight, creativity and profes-
sionalism which is his hallmark; and
WHEREAS, In his official acts, Charles Patricelli was governed by a
keen sense of duty and always showed a unique grasp of human problems;
earning him the admiration of his colleagues and a reputation as one of
the best housing directors in the country; and
WHEREAS, Charles Patricelli has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; he has served as a board member of
numerous community organizations including the Albany County Youth

Bureau, Visiting Nurses Association of Troy, and the Hudson Mohawk
United Way; and
WHEREAS, Furthermore, Charles Patricelli is the former first Vice
President of the Rennselaer Red Cross, past Chairman of the Board of the
Watervliet Civic Center, and past President of the Watervliet Rotary
Club, as well as Treasurer of Cub Scouts Pack 639; and
WHEREAS, With him throughout has been his wife, the former Mary Lynn
Nash, and their three children, all of whom feel privileged to be a part
of his life and rejoice in his achievements; and
WHEREAS, The quality and character of life in this Nation, and in the
great State of New York, is reflective of the purposeful lives and good
works of those civic-minded community members who dedicate their lives
and careers to the service of others; and
WHEREAS, It is the custom of this Legislative Body that when civic
leaders of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Charles Patricelli upon the occasion of his retirement after 33
years of distinguished service to the Watervliet Housing Authority, and
to wish him the best in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Charles Patricelli.
