LEGISLATIVE RESOLUTION honoring Michael Thomas Frawley upon the occasion
of his designation as recipient of the 2015 Carnegie Medal by the Carne-
gie Hero Fund Commission

WHEREAS, It is the sense of this Legislative Body to recognize and
commend the caring, concern and heroic acts of individuals who take
prompt and appropriate action in emergency situations, remaining calm
under pressure, in an effort to preserve the life of another; and
WHEREAS, The quality and sanctity of human life are cherished values,
worthy of safeguarding; this Legislative Body is proud to honor an indi-
vidual who would serve to protect it, lauding particularly one who would
clearly endanger his own life and safety on behalf of that cause; and
WHEREAS, This Legislative Body is justly proud to honor Michael Thomas
Frawley upon the occasion of his designation as recipient of the 2015
Carnegie Medal by the Carnegie Hero Fund Commission; and
WHEREAS, The Carnegie Medal is presented by the Carnegie Hero Fund
Commission in recognition of civilian heroes who risk their lives to an
extraordinary degree while saving or attempting to save the lives of
others; and
WHEREAS, Michael Thomas Frawley is being honored for his courageous
actions in saving the of life of a 9-year old from drowning; and
WHEREAS, On the afternoon of November 23, 2014, a father and son were
on an outing at a municipal park when the young boy fell into a deep
pool of water at the base of Roaring Brook waterfall; his father jumped
in to save him, but struggled in the currents and unfortunately lost his
life in the water; and
WHEREAS, Michael Thomas Frawley, along with a friend, witnessed what
had happened and without hesitation or concern for their own safety,
jumped into the treacherous waters and rescued the distressed child; and
WHEREAS, Upon reaching land, Michael Thomas Frawley and his friend
were assisted by hikers and first responders who ultimately brought them
to the top of the gorge where they were transported to the to the hospi-
tal for treatment; and
WHEREAS, Michael Thomas Frawley should be meritoriously commended for
remaining calm under pressure and for showing valor and true courage
while performing a lifesaving deed; and
WHEREAS, Through his spontaneous and heroic actions, Michael Thomas
Frawley demonstrated his character and his compassion for the welfare of
others, personifying, by virtue of his actions, the collective concern
of citizens across the community of New York State who voluntarily
respond without the thought of danger or reward when others are in need
of help; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Michael Thomas Frawley upon the occasion of his designation as
recipient of the 2015 Carnegie Medal by the Carnegie Hero Fund Commis-
sion; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Michael Thomas Frawley.
