LEGISLATIVE RESOLUTION honoring Colleen Spellecy upon the occasion of
her designation as recipient of the 2015 Citizen of the Year Award by
the Seneca County Chamber of Commerce on January 22, 2016

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Colleen Spellecy upon the occasion of her designation as recipient of
the 2015 Citizen of the Year Award by the Seneca County Chamber of
Commerce, to be celebrated at its Annual Dinner Meeting on Friday, Janu-
ary 22, 2016, at Waterloo/Seneca Falls Holiday Inn, Waterloo, New York;
and
WHEREAS, Born in Elmira, New York, on November 15, 1944, to Joseph
Edward and Genevieve Reagan Kelly, Colleen Spellecy graduated from Notre
Dame High School, Elmira, New York, in 1962; eight years later, she
earned her bachelor's degree from Nazareth College, Rochester, New York;
and
WHEREAS, In 1984, Colleen Spellecy received her master's degree from
Nazareth College; she then went on to obtain an Associate's degree in
Graphic Design from Finger Lakes Community College, Canandaigua, New
York, in 2009; and
WHEREAS, Colleen Spellecy began her rewarding teaching career at
Maryknoll Elementary School, Honolulu, Hawaii; throughout the years, she
held positions at several other schools including Our Lady of Mercy
School, Rochester, New York, and St. Mary's School, Waterloo, New York,
as well as St. Michael's School, Newark, New York; and
WHEREAS, A dedicated and caring teacher, Colleen Spellecy was a recip-
ient of the St. John Fisher Award for Catholic Education; and
WHEREAS, A talented graphic artist, Colleen Spellecy proudly designed
the covers for J.S. Paluch Missalettes in 1970, created several Museum
walls at Susan B. Anthony Birthplace Museum in 2010, and illustrated
"Come Aside and Rest Awhile" published by Paulist Press in 1977; and
WHEREAS, In 2008, Colleen Spellecy received an Honorable Mention Award
for Computer Imaging, and five years later, she was the winner of the
Women's Rights National Historical Park's Poetry Month Contest; and
WHEREAS, Colleen Spellecy has been called upon to contribute her time
and talents to countless civic and charitable endeavors and has always
given of herself unstintingly; and
WHEREAS, Dedicated to the community in which she both lives and works,
Colleen Spellecy serves as the Chair of the Willard Cemetery Memorial
Project, and is a member of the Board of Directors of Susan B. Anthony
Birthplace Museum; in addition, she holds the position of Treasurer of
the Finger Lakes Area Right To Life; and
WHEREAS, A faithful congregant of the St. Francis/St. Clare Parish,
Colleen Spellecy serves as both a Lector and Minister of Holy Communion;
and
WHEREAS, In her spare time, Colleen Spellecy enjoys writing poetry,
gardening, watching Notre Dame Football and creating graphic design
projects; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Colleen Spellecy has stood constant
in dignity, good grace and humor; and
WHEREAS, With her throughout have been her loving husband, F. Mack
Spellecy, whom she married on July 7, 1973, and her beloved daughter,

Kateri Reagan Spellecy Osborne, all of whom feel privileged to be a part
of her life and rejoice in her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Colleen Spellecy has displayed
throughout her life; and
WHEREAS, It is the custom of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Colleen Spellecy upon the occasion of her designation as recipient
of the 2015 Citizen of the Year Award by the Seneca County Chamber of
Commerce on January 22, 2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Colleen Spellecy.
