LEGISLATIVE RESOLUTION honoring Fred H. Monroe upon the occasion of his
retirement after 35 years of distinguished service to the Town of Ches-
ter
WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, It is the sense of this Legislative Body to recognize that
the quality and character of life in communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who are devoted to the welfare of their community and its citizen-
ry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Fred
H. Monroe upon the occasion of his retirement after 35 years of distin-
guished service to the Town of Chester, to be celebrated with a dinner
held in his honor on Friday, January 29, 2016, at Jimbo's Club at the
Point in Brant Lake, New York; and
WHEREAS, A long-time resident of Chester, New York, Fred H. Monroe
proudly served his country as a member of the United States Air Force;
after completing his military service, he returned to northern Warren
County to practice law and raise a family; and
WHEREAS, In 1980, Fred H. Monroe became the Town Attorney for Chester,
a position in which he ably served until 1988; and
WHEREAS, Elected to the position of Town Supervisor in 1992, Fred H.
Monroe has been instrumental in the success of numerous new projects and
initiatives which have led to a commercial, recreational and cultural
revitalization of Chester and the surrounding areas; and
WHEREAS, Early in his political career, Fred H. Monroe helped found
the Adirondack Association of Towns and Villages, an organization which
now exerts a substantial influence in public policy in the region and
statewide; he also lent government support to the construction of a
full-service, well-stocked library for town residents; and
WHEREAS, As Chairman of the Regional Solid Waste Committee, Fred H.
Monroe was instrumental in helping to negotiate new contracts with the
owners of the bi-county trash burn plant which resulted in significant
savings for area taxpayers; and
WHEREAS, This esteemed civic leader has also overseen a number of
environmental initiatives, including the battle against the spread of
invasive species, whether through milfoil control programs, or his well-
known advocacy of boat inspection and decontamination programs on local
lakes; and
WHEREAS, After serving as Vice-Chairman of the County Board of Super-
visors for many years, Fred H. Monroe assumed full Chairmanship duties
during one of the most challenging economic periods in modern history;
during this time, he was instrumental in cutting the size and expense of
local government, paving the way for the current downtown revitaliza-
tion; and
WHEREAS, Active within the community, Fred H. Monroe has been an inte-
gral part of the Adirondack Park Local Government Review Board, where he
has graciously served as its Executive Director since 2005; and
WHEREAS, A man of true integrity, Fred H. Monroe has led by example,
serving the Town of Chester with distinction, enthusiasm, dedication and
honor, and overseeing countless initiatives which have made his communi-
ty a better and stronger place to live; and
WHEREAS, It is the sense of this Legislative Body that when public
servants of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Fred H. Monroe upon the occasion of his retirement after 35 years
of distinguished service to the Town of Chester, and to wish him all the
best in his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Fred H. Monroe.
