LEGISLATIVE RESOLUTION honoring Chief James P. O'Neill upon the occasion
of his designation as recipient of the Irishman of the Year by the New
York Police Department Emerald Society, Inc. on February 26, 2016
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote them-
selves to public service, demonstrating great courage and diligence in
providing for the care and welfare of the citizens of their communities
and this great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to commend Chief James
P. O'Neill upon the occasion of his designation as recipient of the
Irishman of the Year by the New York Police Department Emerald Society,
Inc.,to be celebrated at its 63rd Annual Dinner Dance on Friday, Febru-
ary 26, 2016, at Leonard's of Great Neck; and
WHEREAS, Chief of Department James P. O'Neill was appointed to the New
York City Transit Police Department in January of 1983, and began his
illustrious career on patrol in Transit District 1; and
WHEREAS, Throughout his esteemed tenure with the Department, James P.
O'Neill was promoted to Sergeant in September of 1987; Sergeant Special
Assignment in April of 1991; Lieutenant in August of 1992; Lieutenant
Special Assignment in August of 1995; Captain in November of 1997; Depu-
ty Inspector in December of 2001; Inspector in August of 2003; Deputy
Chief in October of 2005 and to Chief of Patrol on June 2, 2014; and
WHEREAS, In this capacity, Chief James P. O'Neill has served in Trans-
it Districts 1, 3 and 11, as well as the 25th, 44th, 52nd and Central
Park Precincts, the Firearms Training Section, the Police Academy,
Warrant Section, SATCOM Detective-Narcotics Operations, the Vice
Enforcement Division, the Narcotics Division, the Fugitive Enforcement
Division and the Office of the Police Commissioner; and
WHEREAS, Chief James P. O'Neill holds a Bachelor of Arts degree in
Government and a Master of Public Administration degree from John Jay
College; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Chief James P. O'Neill has stood
constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of his community which Chief James P. O'Neill has
displayed throughout his life; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Chief James P. O'Neill upon the occasion of his designation as
recipient of the Irishman of the Year by the New York Police Department
Emerald Society, Inc. on February 26, 2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Chief James P. O'Neill.
