LEGISLATIVE RESOLUTION commending P. Michael Barrett and Thomas P.
Carroll upon the occasion of their designation for special recognition
by the Downtown Troy Business Improvement District on December 2, 2015

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge those exemplary individuals whose purposeful lives
and distinguished careers have been committed to bettering the quality
of life in this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend P.
Michael Barrett and Thomas P. Carroll upon the occasion of their desig-
nation for special recognition by the Downtown Troy Business Improvement
District celebrated at its Annual Dinner on Wednesday, December 2, 2015,
at Franklin Plaza in Troy, New York; and
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Both P. Michael Barrett and Thomas P. Carroll have given not
only of their time and energies but also of their competence, intelli-
gence and leadership and, consequently, have been designated for this
special honor; and
WHEREAS, The mission of the Downtown Troy Business Improvement
District (BID) is to cultivate and advocate for the economic growth of
Downtown Troy by creating an inviting, dynamic, and sustainable communi-
ty that celebrates the City's history while building towards its future;
the BID is dedicated to improving the quality of life within the
district to further enhance and make the community a vibrant, attractive
destination for visitors, businesses, residents, property owners, the
daily workforce, and students; and
WHEREAS, Each year, the Downtown Troy Business Improvement District
presents The Friend of Downtown Award to an individual or organization
which supports the initiatives of the BID and strives to make Troy, New
York, a better place to live, work, study and play; and
WHEREAS, Both P. Michael Barrett and Thomas P. Carroll were honored
with the 2015 Friend of Downtown Award for their tireless leadership to
the Hudson Mohawk Industrial Gateway; P. Michael Barrett is the former
Executive Director and Thomas P. Carroll is the organization's current
Executive Director; and
WHEREAS, The Hudson Mohawk Industrial Gateway was founded in 1972 as a
response to urban renewal initiatives that were happening all over the
country; the Gateway has sought to celebrate the architectural heritage
that Downtown Troy is known for; and
WHEREAS, The Hudson Mohawk Industrial Gateway has been successful in
bringing the cruise boat industry to Troy which has engaged local citi-
zens to connect with Downtown Troy's heritage; and
WHEREAS, Throughout the entire period of their service, a period of
constructive involvement, P. Michael Barrett and Thomas P. Carroll have
stood constant in dignity, good grace and humor; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend P. Michael Barrett and Thomas P. Carroll upon the occasion of
their designation for special recognition by the Downtown Troy Business
Improvement District on December 2, 2015; and be it further

RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to P. Michael Barrett and Thomas P. Carroll, The Hudson Mohawk
Industrial Gateway.
