LEGISLATIVE RESOLUTION congratulating Ruth A. Bowles upon the occasion
of being elected as President of the Council on Addictions of New York
State
WHEREAS, It is the sense of this Legislative Body to recognize that the
quality of life in the communities across this great State of New York
is enriched by the diligence and compassionate commitment of those indi-
viduals whose singular purpose is the care and welfare of others; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to congratu-
late Ruth A. Bowles upon the occasion of being elected as President of
the Council on Addictions of New York State; and
WHEREAS, In January of 2016, Ruth A. Bowles, Executive Director of the
Rockland Council on Alcoholism and other Drug Dependence, Inc. began her
tenure as President of the Council on Addictions of New York State
(CANYS), working to serve those affected by substance use disorders; and
WHEREAS, Ruth A. Bowles earned her bachelor's degree from the State
University of New York, and is a New York State Credentialed Prevention
Professional (CPP-G) with a specialty in problem gambling; in addition,
she serves as a New York State Certified Addiction Recovery Coach
(CARC), and as a Trainer for the New York State Recovery Coach Academy;
and
WHEREAS, Throughout her illustrious 20 year career in the field of
substance use disorders, Ruth A. Bowles has extensively trained on all
issues of addiction both locally and statewide; subsequently, she was
appointed by the Commissioner of New York State Office of Alcoholism and
Substance Abuse Services (OASAS) to serve on the Community Advisory
Board for both Blaisdell and Richard C. Ward Addiction Treatment
Centers; and
WHEREAS, This remarkable woman is also a member of the steering
committee of Rockland County Family Treatment Court, and the Rockland
County District Attorney's Heroin/Opiate Task Force; and
WHEREAS, Renowned for her expertise and dedication to helping people
who struggle with addiction, Ruth A. Bowles has received several awards
and accolades including the Woman of the Year Award for her development
of a substance abuse prevention coalition in the Highland Falls communi-
ty, the 2005 Orange County Prevention Professional of the Year Award,
and the 2008 Service Award by the Alcoholism and Substance Abuse Council
of Orange County, as well as the 2013 New York State Problem Gambling
Prevention Professional of the Year Award by the Commissioner of OASAS;
and
WHEREAS, Furthermore, shortly after the tragic events of 9/11
unfolded, Ruth A. Bowles was hired to be an outreach coordinator with
Project Liberty (FEMA), and subsequently, received numerous awards for
her work; and
WHEREAS, In the faithful performance of her duties and responsibil-
ities, Ruth A. Bowles' ongoing efforts and notable achievements have
significantly contributed to bettering the quality of life in her commu-
nity; and
WHEREAS, Throughout her exceptional career, she has continuously
displayed initiative and an unrelenting commitment when pursuing the
highest of goals, and has served as a role model of leadership to be
emulated by all; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Ruth A. Bowles upon the occasion of being elected as Presi-
dent of the Council on Addictions of New York State; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Ruth A. Bowles.
