LEGISLATIVE RESOLUTION commending Dr. Frantz Metellus, DPA upon the
occasion of his designation for special recognition by the National
Action Network, West Nassau Chapter, on April 17, 2016
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Dr. Frantz Metellus has given not only of his time and ener-
gies but also of his competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Dr. Frantz
Metellus, DPA upon the occasion of his designation for special recogni-
tion by the National Action Network, West Nassau Chapter, to be cele-
brated at its 3rd Annual Women's Prestigious Gala Awards Dinner held on
Sunday, April 17, 2016, at the Chateau Briand Caterers in Carle Place,
New York; and
WHEREAS, The National Action Network's Annual Women's Prestigious Gala
Awards Dinner recognizes outstanding individuals who demonstrate excel-
lence in their work, service, and commitment to the Jewish, Nigerian,
Caribbean, Spanish, Haitian and American communities; and
WHEREAS, The West Nassau Chapter, under the able leadership of
District Chairperson, Pastor Emmanuel Asse, continues the mission of NAN
which fulfills a vital role in moving our Nation forward; and
WHEREAS, Frantz Metellus earned his Associate of Science Degree in
Radiologic Technology from New York City Technical College and a Bach-
elor of Science in Health Administration from Saint Joseph's College; he
also completed a Master's Degree of Science in Public Administration at
Marist College, and a Doctorate Degree in Public Administration from
Canbourne University; and
WHEREAS, Currently, Dr. Frantz Metellus is enrolled in a doctoral
degree program as a PhD candidate in Education, specializing in Organ-
izational Leadership at North Central University; and
WHEREAS, Affectionately known as Sergeant Major, this esteemed man
began his military career on June 16, 1981, proudly serving his State
and Nation as a member of the New York Army National Guard; and
WHEREAS, During his illustrious tenure in the National Guard, Sergeant
Major Frantz Metellus dedicated himself to providing outstanding leader-
ship to the soldiers under his command; he ably served in numerous
important positions, including Platoon Sergeant, First Sergeant, Oper-
ations Sergeant Major, and Training/Recertification Coordinator; and
WHEREAS, Prior to his retirement from the military, Sergeant Major
Metellus acquired an extensive military education, and served with the
4220th Army Hospital in Shoreham, New York, as Chief Clinical Non-Com-
missioned Officer; and
WHEREAS, Following the completion of his military service, Dr. Frantz
Metellus held the esteemed position of Administrative Director of the
Radiology Department at Mount Sinai Hospital of Queens; and
WHEREAS, A member of numerous civic and professional organizations Dr.
Frantz Metellus is the Vice-Chair of the Military and Law Enforcement
Veterans Association and Vice President of Veterans Affairs of the
National Action Network, West Nassau Chapter; he is also a member of the
American Healthcare Radiology Administrators, and the American Society
of Radiologic Technologists (ASRT); and
WHEREAS, With him throughout have been his wife, Florence, their three
children, and three grandchildren, all of whom feel privileged to be a
part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Dr. Frantz Metellus, DPA upon the occasion of his designation
for special recognition by the National Action Network, West Nassau
Chapter; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Frantz Metellus, DPA.
