LEGISLATIVE RESOLUTION commending Police Chief Michael D. Ferrara upon
the occasion of his retirement after 42 years of distinguished service
to the City of Newburgh Police Department
WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished officers and citizens who would devote themselves to
public service, demonstrating great courage and diligence in providing
for the care and welfare of the citizens of their communities and this
great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to commend Police Chief
Michael D. Ferrara upon the occasion of his retirement after 42 years of
distinguished service to the City of Newburgh Police Department, to be
celebrated on Saturday, January 10, 2015, at the Youngest Brothers
Restaurant, Newburgh, New York; and
WHEREAS, Michael D. Ferrara attained an Associate in Applied Science
degree in Criminal Justice from Dutchess Community College; he also
attended Marist College, and later graduated from Nyack Theological
College, earning a Bachelor of Science degree in Organizational Manage-
ment; and
WHEREAS, Michael D. Ferrara joined the City of Newburgh Police Depart-
ment in 1972; he quickly rose through the ranks, becoming a Detective
within three years; and
WHEREAS, In 1989, Detective Michael D. Ferrara was promoted to Lieu-
tenant, and three years later advanced to Captain; in 1994, he attained
the position of Deputy Chief of Operations/Administration, a position he
held for 17 years; and
WHEREAS, Deputy Chief Michael D. Ferrara was assigned to the position
of Acting Police Chief on numerous occasions during the absence of two
past Police Chiefs, as well as from September through December 2004,
after the retirement of Chief Bloom; and
WHEREAS, While performing his duties as a Patrolman, Michael D.
Ferrara completed numerous assignments, including:
Accident-Reconstruction/Investigation Unit, SCUBA Team, SWAT Team,
Motorcycle Unit, Crime Scene Unit, Detective Division, Internal Affairs
Unit, and as a Certified Police Instructor; and
WHEREAS, Throughout his illustrious career, Police Chief Michael D.
Ferrara received more than 70 Certificates including: Executive Develop-
ment, Group Assertiveness Skills for Managers, Community Policing,
Instructor Development, Executive Leadership, Managerial Communications,
Value Centered Leadership, Customer Service, Project Management, Human
Resources, and Strategic Planning; and
WHEREAS, In an impressive career spanning more than four decades,
Police Chief Michael D. Ferrara was recognized many times for his exem-
plary service with two Commendations, four Meritorious awards, and eight
Excellent Policy Duty awards; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Police Chief Michael D. Ferrara upon the occasion of his retire-
ment after 42 years of distinguished service to the City of Newburgh
Police Department; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Police Chief Michael D. Ferrara.
