LEGISLATIVE RESOLUTION commending Anne Fitzsimmons upon the occasion of
being named the first female police chief in the history of the City of
White Plains

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding, and this Legislative Body is moved to
honor those individuals who serve to preserve and protect such values,
lauding particularly their unwavering courage and dedication in the
daily performance of their duties; and
WHEREAS, It is appropriate to recognize and commend such outstanding
law enforcement officers as Anne Fitzsimmons for their valued contrib-
utions to the community; and
WHEREAS, This Legislative Body is justly proud to commend Anne Fitz-
simmons upon the occasion of being named the first female police chief
in the history of the White Plains Police Department; and
WHEREAS, Anne Fitzsimmons, a 36-year officer with the White Plains
Department of Public Safety, was promoted as the city's police chief on
Monday, February 22, 2016; she previously served as assistant chief; and
WHEREAS, For the past 36 years, Anne Fitzsimmons has served the City
of White Plains with honor and distinction, and has proven to be a dedi-
cated, creative and forward thinking law enforcement professional; and
WHEREAS, Anne Fitzsimmons began her illustrious career in 1980 with
White Plains' Patrol Division as one of the first women assigned to
regular patrol duties; just four years later, she was assigned to the
city police department's Youth Unit where she primarily handled investi-
gations involving children, sex crimes and domestic violence; and
WHEREAS, Anne Fitzsimmons was promoted to sergeant in 1987, during
which time she was responsible for supervising criminal investigators;
she remained in that position until 1997, when she was promoted to lieu-
tenant and executive officer of criminal investigations; and
WHEREAS, In 2001, Anne Fitzsimmons became the first female to achieve
the rank of captain in the White Plains Police Department; five years
later she was promoted to assistant chief and most recently was respon-
sible for Administration, Training, Data Management and Community Polic-
ing; and
WHEREAS, As commanding officer of the Community Policing Division,
Anne Fitzsimmons supervised police officers who used innovative communi-
ty policing strategies and technology to reduce crime; and
WHEREAS, Throughout her tenure with the White Plains Police Depart-
ment, Anne Fitzsimmons has been instrumental in the development of
successful strategies to reduce domestic violence by working in partner-
ship with various service providers, in particular the Pace Women's
Justice Center, increasing the safety of citizens in their homes; and
WHEREAS, Anne Fitzsimmons is a graduate of Pace University; she
attended various professional schools and received a Master's degree in
Public Administration from Marist College; and
WHEREAS, With her throughout have been her husband, John, and their
two children, John and Mary-Kate, all of whom feel privileged to be a
part of her life and rejoice in her achievements; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation
of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Anne Fitzsimmons upon the occasion of being named the first
female police chief in the history of the City of White Plains; and be
it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Anne Fitzsimmons.
