LEGISLATIVE RESOLUTION honoring Thomas E. Workman upon the occasion of
his retirement after many years of distinguished service to the Life
Insurance Council of New York, Inc.
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed resi-
dents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Thomas E. Workman upon the occasion of his retirement after many years
of distinguished service to the Life Insurance Council of New York,
Inc.; and
WHEREAS, A resident of New York City, Thomas E. Workman was born on
April 3, 1944, in Galion, Ohio; and
WHEREAS, For the past 17 years, this esteemed man has rendered faith-
ful, conscientious and valuable service to the Life Insurance Council of
New York, Inc.; and
WHEREAS, Since September of 1999, Thomas E. Workman has served as
president and chief executive officer of the Life Insurance Council of
New York, Inc. (LICONY), the trade association representing life insur-
ance companies based or otherwise operating in New York State, as well
as allied professional firms; and
WHEREAS, Prior to serving in this capacity, Thomas E. Workman devel-
oped and was chair of the Insurance Law Practice Group at Bricker &
Eckler LLP, a Columbus, Ohio based law firm where he served as an asso-
ciate from 1973 to 1977, and partner from 1977 to 1999; and
WHEREAS, Thomas E. Workman served as a captain in the United States
Army Judge Advocate General's Corps from 1970 to 1973; and
WHEREAS, Thomas E. Workman received his bachelor of science degree in
business administration and his juris doctor degree from The Ohio State
University; he is admitted to the bars of the State of New York, the
State of Ohio, the Supreme Court of the United States, the United States
Court of Military Appeals, and the United States District Court, South-
ern District of Ohio, Eastern Division; and
WHEREAS, Active within his profession, Thomas E. Workman recently
served as the delegate representing the Association of Life Insurance
Counsel in the House of Delegates of the American Bar Association, and
he is a past member of the Board of the Association of Life Insurance
Counsel; he is a past chair of the Life Insurance Law Committee of the
American Bar Association, and a past chair of the board of directors of
the Federation of Regulatory Counsel; and
WHEREAS, Thomas E. Workman is currently a member of the Insurance Law
Committee of the Association of the Bar of the City of New York, the
Fellows of the American Bar Foundation, the New York State Bar Associ-
ation and the Ohio State Bar Association; and
WHEREAS, In addition, he serves as a trustee of The Griffith Founda-
tion for Insurance Education, and on the board of directors of the West-
field Companies, a leading, regional family of property-casualty insur-
ance companies headquartered in Westfield Center, Ohio; and
WHEREAS, Thomas E. Workman has been the proud recipient of countless
awards and accolades including the 2015 Corporate Social Responsibility
Award for Distinguished Service in Promoting Community Investment and
Corporate Volunteerism across New York State, the Buist M. Anderson
Distinguished Service Award, the Life Insurance Lifetime Achievement
Award, the Friend of Israel Award, Citizen of the Year and the Good
Scout Award; and
WHEREAS, In his capacity as president and chief executive officer,
Thomas E. Workman served with loyalty, honor and distinction; and
WHEREAS, With him throughout have been his wife, Pam, his two chil-
dren, Thomas (Catherine) and Sarah (Mark), and five grandchildren,
Massimo, Lilia Grace, Quintino, Vivia Rosina and Eleanor, all of whom
feel privileged to be a part of his life and rejoice in his achieve-
ments; and
WHEREAS, In his official acts, Thomas E. Workman was governed by a
keen sense of duty and always showed a unique grasp of human problems,
earning him the admiration, esteem and affection of his colleagues; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Thomas E. Workman upon the occasion of his retirement after many
years of distinguished service to the Life Insurance Council of New
York, Inc.; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Thomas E. Workman.
