LEGISLATIVE RESOLUTION honoring Jennifer Francois upon the occasion of
her designation as recipient of the 2015-2016 Vanguard Student Recogni-
tion Award on April 7, 2016

WHEREAS, It is the sense of this Legislative Body to recognize and pay
tribute to those young people within this great Empire State who have
made strong contributions to their communities and who serve as role
models for their peers; and
WHEREAS, This Legislative Body is justly proud to honor Jennifer Fran-
cois upon the occasion of her designation as recipient of the 2015-2016
Vanguard Student Recognition Award to be celebrated at an Honorary
Dinner on Thursday, April 7, 2016, in Albany, New York; and
WHEREAS, Sponsored by New York State Project for Nontraditional
Employment and Training (NET) Center for Women in Government & Civil
Society, and sponsored by the New York State Education Department
through a Carl Perkins grant, the Vanguard Award recognizes outstanding
secondary and post-secondary level students who are enrolled in Career
and Technical Education (CTE) programs that are not traditional for
their gender; and
WHEREAS, Jennifer Francois is an Orange-Ulster BOCES CTE Security
Careers Academy student from the Minisink Valley High School who is
enrolled in the Law Enforcement program; and
WHEREAS, An exceptional student and role model, Jennifer Francois is
currently a member of the Junior Reserve Officers' Training Corps
(JROTC) at her high school; after graduation, she will begin her train-
ing as a Signal Support System Specialist in the United States Army; and
WHEREAS, A young woman with determination, fidelity and diligence,
Jennifer Francois has been the recipient of several awards and accolades
including the Dwight D. Eisenhower Award for Leadership by West Point;
and
WHEREAS, With her sense of civic duty and her commitment to others,
Jennifer Francois represents the best development of the potential which
is inherent in our most precious resource, our youth; now, therefore, be
it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Jennifer Francois upon the occasion of her designation as recipi-
ent of the 2015-2016 Vanguard Student Recognition Award on April 7,
2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Jennifer Francois.
