LEGISLATIVE RESOLUTION honoring James B. McHugh upon the occasion of his
selection as Grand Marshal of the Annual Bay Ridge St. Patrick's Day
Parade on March 20, 2016
WHEREAS, St. Patrick's Day is a time for people of all nationalities and
generations to assemble and celebrate the rich culture and heritage of
the Irish people throughout the United States; and
WHEREAS, A St. Patrick's Day parade reflects and records the ongoing
history of the United States and Ireland, and provides opportunity for
people of all generations to assemble in ethnic pride and pageantry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
James B. McHugh upon the occasion of his selection as Grand Marshal of
the Annual Bay Ridge St. Patrick's Day Parade on Sunday, March 20, 2016;
and
WHEREAS, The theme of this year's parade is Bay Ridge Remembers Easter
1916; and
WHEREAS, Raised in Bay Ridge, Brooklyn, James B. McHugh was one of
seven children born to Barbara and Joseph McHugh; the family grew up
under the same roof as their paternal grandparents who came from County
Leitrim; and
WHEREAS, A devout Christian, James B. McHugh obtained his Catholic
Education from St. Anselm Parish, and attended St. Anselm School, and
Xavier High School in Manhattan; and
WHEREAS, After graduating, James B. McHugh earned his bachelor's
degree from Loyola College in Maryland; and
WHEREAS, Today, James B. McHugh holds the esteemed position of both
Group Director and Senior Vice President of Signature Bank, providing
services for business and private clients from his Brooklyn office;
shortly, he will relocate to a new office on the parade route in Bay
Ridge; and
WHEREAS, After 23 years of experience in the Financial Services Indus-
try, James B. McHugh began working on Wall Street working at Prudential
Securities Inc.; throughout the next 11 years, he worked his way up
becoming a Vice President and Manager of Sales/Marketing for the Unit
Investment Trust Department; and
WHEREAS, James B. McHugh then moved on to Neuberger Berman, where he
held the position of Senior Investment Counselor in their Fund Advisory
Service; in 2004, he made a career change by becoming a Banker for
JPMorgan Chase and quickly promoted to Branch Manager; and
WHEREAS, From there, James B. McHugh was recruited by Commerce Bank to
open their newest location at the landmark Kleinfeld Building, which
later became TD Bank; in 2010, he joined Signature Bank; and
WHEREAS, Dedicated to his Irish community and heritage, James B.
McHugh holds the title of President of the St. Patrick Society of Brook-
lyn, and recently, stepped down as the first Chairman of St. Anselm
Catholic Academy; and
WHEREAS, Currently, James B. McHugh is a member of the Board of Direc-
tors of the Cathedral Club of Brooklyn, where he served as President; he
is also a Knight of the Equestrian Order of the Holy Sepulchre of Jerus-
alem, a member of the Board of Directors for the Boy Scouts of America
Brooklyn Council, an Eagle Scout, an Advisory Board Member for the Bay
Ridge Senior Center, a participant of the AOH Division 3 in Staten
Island, and member of the 12:30 Club, as well as President of the Colo-
nial Club of Bay Ridge; and
WHEREAS, A resident of Sunset Hill in Staten Island, James B. McHugh
is a parishioner of Our Lady of Good Counsel in which he is a Den Leader
for Pack 77 and has been a CYO basketball coach; and
WHEREAS, Dedicated to the community in which he works and lives, James
B. McHugh has been the recipient of numerous awards and accolades for
his incredible work including the 2008 International Brotherhood Award
from P.S./I.S. 104, the Ragamuffin Parade's 2009 Man of the Year, The
Bay Ridge Community Council's Civic Award in 2013, and the 2014 Bay
Ridge for Scouting's Community Achievement Award; most recently, he
received The 34th Annual Great Irish Fair's Jerry Forest Memorial Award
in September 2015; and
WHEREAS, James B. McHugh proposed to his future wife, Kristin on the
top of O'Brien's Tower on the Cliffs of Moher, Ireland in 2000; in 1992,
James proudly watched as his wife was crowned the Colleen Queen of the
Great Irish Fair; and
WHEREAS, With him throughout has been his wife, and his three chil-
dren, Madison, Grace, and Sean, all of whom feel privileged to be a part
of his life and rejoice in his achievements; and
WHEREAS, Rare indeed is the occurrence of such a compassionate blend-
ing of strength, intellect and commitment as that demonstrated by over a
lifetime of sacrifice and dedication to others; and
WHEREAS, A fitting choice for Grand Marshal of the Annual Bay Ridge
St. Patrick's Day Parade, James B. McHugh embodies the spirit and the
cherished ideals and values of Irish-Americans of this great State and
Nation; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor James B. McHugh upon the occasion of his selection as Grand
Marshal of the Annual Bay Ridge St. Patrick's Day Parade on March 20,
2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Grand Marshal James B. McHugh.
