LEGISLATIVE RESOLUTION honoring Ryan M. Silva upon the occasion of his
designation as recipient of the Capital District YMCA President's Award
on April 21, 2016

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Ryan
M. Silva upon the occasion of his designation as recipient of the Capi-
tal District YMCA President's Award to be celebrated at its Annual Pres-
ident's Award Dinner, on Thursday, April 21, 2016, at the Albany
Marriott, Albany, New York; and
WHEREAS, Ryan M. Silva graduated from the College of St. Rose in 2003
with a Bachelor of Arts degree in Public Communications, and a concen-
tration in History and Political Science; and
WHEREAS, Ryan M. Silva worked for 10 years at the Rensselaer County
Regional Chamber of Commerce in Troy, New York, starting as Membership
Manager and rising through the ranks to the position of Director of
Business Development and Director of Economic Development and Government
Affairs; and
WHEREAS, In 2012, Ryan was appointed to Governor Andrew M. Cuomo's New
York State Health Benefit Advisory Committee to help build and establish
the New York State Insurance Exchange; and
WHEREAS, In 2014, Ryan M. Silva was appointed Deputy Director of the
Regional Economic Development Councils for Empire State Development and
New York State; in this role, he was responsible for overseeing the
entire organizational process, and worked closely with its 10 offices
and the Economic Development Councils to help businesses start-up,
expand, and relocate in New York State; and
WHEREAS, In addition to his duties as Deputy Director, this esteemed
public servant was appointed Vice President of Regional Economic Devel-
opment for Empire State Development in July of 2015; and
WHEREAS, In his official acts, Ryan M. Silva works directly with
Regional Directors on Project Origination and Incentive Proposals, and
maintains close contact with IDA's, Chambers, municipalities and other
key economic development agents; he also ably serves as Policy Lead for
the New York State Mentoring Program; and
WHEREAS, Ryan M. Silva has been called upon to contribute his time and
talents to countless civic and charitable endeavors and has always given
of himself unstintingly; he has volunteered at many non-profit organiza-
tions including the National Kidney Foundation, the Literacy Volunteers
of Rensselaer County, the Boy Scouts of America/Twin Rivers Council, and
Questar III/BOCES; and
WHEREAS, In addition, Ryan M. Silva currently serves as Board Chair
for the Troy YMCA, and is a member of both the Capital District YMCA
Board of Directors and the Board of The College of Saint Rose Associ-
ates; he was also recently appointed to the A.R.C. of Rensselaer County
Foundation Board in 2013; and
WHEREAS, In recognition of his outstanding service, Ryan M. Silva was
honored with the Lifetime Achievement Bronze Level Award from the Ameri-
can Chamber of Commerce Executives; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Ryan M. Silva has stood constant in
dignity, good grace and humor; and

WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Ryan M. Silva has displayed over the
years; he has exhibited the true spirit of this esteemed award through
his tireless dedication to the YMCA and his community; now, therefore,
be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Ryan M. Silva upon the occasion of his designation as recipient of
the Capital District YMCA President's Award on April 21, 2016; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Ryan M. Silva.
