LEGISLATIVE RESOLUTION commending Josephine Victoria Finn upon the occa-
sion of her designation for special recognition by the SULLIVAN COUNTY
DEMOCRAT honoring the 2015 Professional Women and Women in Business

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Josephine Victoria Finn has given not only of her time and
energies but also of her competence, intelligence and leadership and
consequently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Josephine
Victoria Finn upon the occasion of her designation for special recogni-
tion by the SULLIVAN COUNTY DEMOCRAT honoring the 2015 Professional
Women and Women in Business; and
WHEREAS, A graduate of Monticello High School, Josephine Victoria Finn
earned her bachelor's degrees in both Psychology and Black Studies; she
furthered her education by obtaining her Juris Doctorate from the State
University of New York (SUNY) at Buffalo Law School; and
WHEREAS, A Village Justice of Monticello, New York, Josephine Victoria
Finn also holds the position of Chief Executive Officer for the DREAM
Tank, a local youth program to keep young people out of the criminal
justice system through enrichment activities; self-actualization which
includes learning life skills, and etiquette; and
WHEREAS, Josephine Victoria Finn began her judicial career in the
early 1990s, serving as Acting Judge for the Village of Monticello; in
2002, she was elected to this esteemed post, where she prides herself on
being a fair and impartial Judge; and
WHEREAS, In addition to her role as a Justice, Josephine Victoria Finn
has held the positions of Assistant County Attorney for Sullivan County,
and Assistant Town Attorney and Town Attorney for the Town of Thompson;
for over 18 years, she served as legal counsel to the Sullivan County
Branch of the NAACP; and
WHEREAS, For over a decade, Josephine Victoria Finn taught at Sullivan
County Community College and ran the Paralegal Program for several
years; she also teaches cultural diversity and sexual harassment train-
ing, and is a member of the New York State Board of Regents; and
WHEREAS, Dedicated to the community in which she lives and works,
Josephine Victoria Finn has been a member of the SUNY Sullivan Board of
Trustees, the Private Industry Council of Sullivan County, the Cultural
Diversity Committee of the New York State School Boards Association and
served as President of the Sullivan County Bar Association; and
WHEREAS, Today, Josephine Victoria Finn participates on the Sullivan
Renaissance Steering Committee, the New York State Magistrates Associ-
ation, and the Sullivan County Magistrates Association; and
WHEREAS, When she is not on the bench, Josephine Victoria Finn enjoys
playing the bass, saxophone and piano, as well as travelling to warm
tropical locales; and
WHEREAS, With her throughout has been her husband, Marshita Washing-
ton, and her mother and sister, all of whom feel privileged to be a part
of her life and rejoice in her achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Josephine Victoria Finn has
displayed throughout her life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their

profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Josephine Victoria Finn upon the occasion of her designation for
special recognition by the SULLIVAN COUNTY DEMOCRAT honoring the 2015
Professional Women and Women in Business; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Josephine Victoria Finn.
