LEGISLATIVE RESOLUTION honoring Captain Roger E. Moran upon the occasion
of his designation as recipient of a Liberty Medal, the highest honor
bestowed upon an individual by the New York State Senate
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Captain Roger
E. Moran upon the occasion of his designation as recipient of a Liberty
Medal, the highest honor bestowed upon an individual by the New York
State Senate, to be celebrated on Saturday, April 2, 2016; and
WHEREAS, The New York State Senate Liberty Medal was established by
resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and
WHEREAS, Raised in Fort Hunter, New York, Roger E. Moran was born the
middle son of Ruth and Frank Moran; he had five brothers and one sister,
two of whom passed away at a young age; and
WHEREAS, After graduating from Union College in Schenectady, Roger E.
Moran enlisted as an aviation cadet in the United States Air Force in
January of 1942; after training at various army airfields, he received
his pilot's wings at Turner Airfield, in Albany, Georgia, on November
10, 1942; and
WHEREAS, During World War II, Captain Roger E. Moran served in the
Ferrying Command during the American Campaign, the Asiatic-Pacific
Campaign and the European-African Campaign delivering planes and fuel;
and
WHEREAS, In addition, Captain Roger E. Moran flew on several dangerous
missions from India over the Himalayan Mountains to China, delivering
tens of thousands of gallons of fuel; and
WHEREAS, For his meritorious and valiant service, Captain Roger E.
Moran was the recipient of numerous awards and accolades including the
Distinguished Flying Cross, Air Medal, Honorable Service Lapel Button
WWII, American Campaign Medal, Asiatic-Pacific Campaign Medal with three
Bronze Stars, European-African-Middle Eastern Campaign and the World War
II Victory Medal; and
WHEREAS, With him throughout have been his loving wife, Betty; his
devoted children, Karen Louise (Jeffrey), Lawrence Roger (Theresa), the
late Jeffrey Lewis (Janice), Timothy Mark (Vicki), Matthew Paul
(Laureen), and the late David Michael; 10 treasured grandchildren, Tuck-
er, Tyler, Carrie, Amy (Dan), Lisa (Scott), Michael (Betsy), Janee
(Chad), Kylee, Aimee, and Christine (Adam); as well as five cherished
great-grandchildren, Mia, Jeffrey, Kai, Jake and Hunter, all of whom
feel privileged to be a part of his life and rejoice in his accomplish-
ments; and
WHEREAS, Having exhibited his patriotism both at home and abroad,
Captain Roger E. Moran demonstrated his love for his country and merits
forevermore the highest respect of his State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Captain Roger E. Moran upon the occasion of his designation as
recipient of a Liberty Medal, the highest honor bestowed upon an indi-
vidual by the New York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Captain Roger E. Moran.
