LEGISLATIVE RESOLUTION commending John Palmer upon the occasion of his
designation for special recognition by the Oyster Bay Lions Club on
April 17, 2016

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to commend John Palmer
upon the occasion of his designation for special recognition by the
Oyster Bay Lions Club to be celebrated at its 11th Annual Spring Benefit
on Sunday, April 17, 2016, at the Seawanhaka Corinthian Yacht Club,
Centre Island, New York; and
WHEREAS, Lions Club International is dedicated to being a global lead-
er in both community and humanitarian service, empowering volunteers to
serve their communities, meet humanitarian needs, encourage peace and
promote international understanding through Lions clubs; and
WHEREAS, For over 65 years, the Oyster Bay Lions Club has served the
needs of its community, supporting Guide Dogs for the Blind, Lions Eye
Bank for Long Island, and numerous other vital local causes; and
WHEREAS, John Palmer's commitment to service began as early as 1962,
when he received a commission as a Second Lieutenant in the United
States Marine Corps, serving as a Platoon Commander in the Second Recon
Battalion, and eventually attaining the rank of Captain; he graduated
from the United States Marine Corps Mountain Leadership School and the
renowned United States Army Ranger School; and
WHEREAS, Upon his discharge, John Palmer entered Brooklyn Law School
where he earned the Schiffer-Winnick Scholarship for Academic Excellence
and served on the Law Review; he received his Juris Doctor degree cum
laude, and subsequently, received a Master of Laws degree from New York
University's School of Law; and
WHEREAS, John Palmer landed his first position on Wall Street with the
law firm of Carter, Ledyard and Milburn; later, he served as an Assist-
ant District Attorney in Nassau County, litigating aviation cases around
the country with the law firm of Lee Bailey and Aaron Broder; and
WHEREAS, Currently, John Palmer maintains his law office in Mineola,
New York, and was admitted to practice in the Court of Appeals for the
Armed Forces and the State and Federal Courts of New York; he still
enjoys providing legal advice to anyone who seeks his expertise; and
WHEREAS, For over 45 years, John Palmer has been a valued member of
the Oyster Bay Lions Club, and served as the Club's President from 1997
through 1998; during this time, he was the recipient of the prestigious
Robert J. Uplinger Award; and
WHEREAS, In 1969, John Palmer and his wife settled in Oyster Bay, New
York, and over the next several decades, he devoted much of his spare
time to community service; and
WHEREAS, John Palmer coached the Oyster Bay-East Norwich Soccer Club's
first travel team to compete in the Long Island Junior Soccer League, as
well as founding the Harbor Tennis Club which served the community for
over 20 years; and
WHEREAS, With him throughout have been his wife, Elaine, and his two
children, Jay and Amy, all of whom feel privileged to be a part of his
life and rejoice in his achievements; and

WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor John Palmer upon the occasion of his designation for special
recognition by the Oyster Bay Lions Club on April 17, 2016; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to John Palmer.
