LEGISLATIVE RESOLUTION congratulating the New York State Supreme Court
Appellate Division, Third Judicial Department upon the occasion of its
designation as recipient of the J. Clarence Herlihy Access to Justice
Award by Prisoners' Legal Services of New York

WHEREAS, It is the sense of this Legislative Body to recognize and pay
tribute to those individuals who devote their purposeful lives and
careers to preserving the rights and protecting the welfare of the citi-
zens of their community and the State of New York; and
WHEREAS, The quality and character of life in this great Empire State
has been ably served and uniquely enriched through the selfless dedi-
cation and benevolent concern of the individuals who make up the New
York State Supreme Court Appellate Division, Third Judicial Department;
and
WHEREAS, This Legislative Body is justly proud to congratulate the New
York State Supreme Court Appellate Division, Third Judicial Department
upon the occasion of its designation as recipient of the J. Clarence
Herlihy Access to Justice Award by Prisoners' Legal Services of New York
which was observed at its 40th Anniversary Celebration on Friday, Octo-
ber 24, 2014, at Albany Law School in Albany, New York; and
WHEREAS, The New York State Supreme Court Appellate Division, Third
Judicial Department received this auspicious award in memory of Justice
J. Clarence Herlihy; and
WHEREAS, The late Justice J. Clarence Herlihy was a graduate of
Georgetown University and Albany Law School; he was well-known for his
many accomplishments throughout his esteemed career, the most notable
being in the aftermath of the Attica Prison Riots, serving as the
Presiding Justice of the Appellate Division, Third Department, he called
for the implementation of a prison grievance process and access to legal
representation for prisoners to allow them to present their claims in
court; and
WHEREAS, The New York State Supreme Court Appellate Division, Third
Judicial Department emulates the foresight and leadership of Justice J.
Clarence Herlihy portrayed throughout his illustrious career; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor the New York State Supreme Court Appellate Division, Third Judi-
cial Department upon the occasion of its designation as recipient of the
J. Clarence Herlihy Access to Justice Award by Prisoners' Legal
Services of New York, and to extend its sincere gratitude for Justice J.
Clarence Herlihy's contribution to the people of New York State; and be
it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the members of the New York State Supreme Court Appellate
Division, Third Judicial Department.
